| Over the past few decades,and suffers from the co-existence of the Huaihe basin in the high speed development of economy is the environment deteriorated sharply and serious damage to the ecosystem,causes of these problems is the over-exploitation of resources,weak supervision and related departments.These environmental problems have become a "top priority" in the work of local governments in the central and Huaihe basins.In general,in order to evaluate and reflect the economic development in a certain area more comprehensively,we will make use of eco-efficiency as a means of evaluation.At this stage,however,has not been either in theory or practice of ecological efficiency evaluation method and evaluation theory to achieve a unified point of view,especially about the evaluation method of ecological efficiency,scholars argue a lot.Therefore,the most theoretical and practical significance of the current stage is to find a set of ecological efficiency evaluation method suitable for Huaihe ecological economic belt.At the same time,the Huaihe river basin has been sticking to the development strategy of resource conservation and ecological environment protection,adopted such as developing circular economy,to carry out the resources recycling,clean production and other measures.It can be seen that the smooth application of the above means is inseparable from the continuous development of scientific and technological innovation,which has become an important means of ecological efficiency.Therefore,in this paper,based on the perspective of "scientific and technological progress of the ecological economic zone of the Huaihe river ecological efficiency ascension path research",systematic studies of ecological efficiency of the Huaihe river ecological economic zone science and technology innovation.In this paper,the Huaihe river ecological economic zone as the research object,mainly around the ecological efficiency evaluation and his ascension path,this research center on the ecological efficiency of the relationship between the connotation and other related concepts of the problem,puts forward a set of ecological economic zone of the Huaihe river ecological efficiency evaluation of the basic framework,using PCA-DEA method to design the ecological economic zone of the Huaihe river ecological efficiency evaluation system,through the analysis of the theoretical model of ecological efficiency evaluation method,the Huaihe river ecological economic zone as a whole and the ecological efficiency of change around the city,and lead to the factors and the impact of these changes way has carried on the empirical analysis,and according to the analysis of the results,puts forward the corresponding measures and Suggestions to promote the region ecological efficiency.It mainly includes the following:Firstly,the research object of this thesis is the ecological efficiency,and the definition,standard and main connotation of this concept in different time are discussed.Combining the inner thoughts of sustainable development,the three criteria for improving ecological efficiency are sorted out: reducing resource dependence,efficient use of energy and reducing air pollution.At the same time,the main driving force of ecological efficiency of Huaihe ecological economic belt is the theoretical basis of scientific and technological innovation.Also the basic situation of Huaihe river ecological economic zone are introduced,including its location,resource conditions,historical background and development,etc,for later laid a theoretical basis for further evaluation and analysis.Secondly,the ecological efficiency evaluation system is designed.In the thorough analysis of Huaihe river ecological economic zone economic development,environmental protection and resource development on the basis of the combination of its own particularity and ecological efficiency evaluation of basic thought and main methods,design a set of evaluation of ecological economic zone of the Huaihe river ecological efficiency of mathematical methods.Based on the principal component analysis(PCA),the pollution level of Huaihe ecological economic belt was calculated,and the ecological efficiency was obtained by using data envelopment analysis(DEA).The results show that the ecological efficiency of Huaihe ecological economic zone is in good condition,but the growth of minority areas is relatively slow.The most important reason is the rapid growth of technological progress.Third,using the panel data model to investigate the influence factors of ecological economic zone ecological efficiency of the Huaihe river,found the index of industrial structure optimization and innovation of science and technology level to promote the efficiency of ecological effect is most obvious.,combined with the DEA analysis,the rate of technological progress is to improve ecological efficiency of the main drivers of this conclusion,we are the relationship between the rate of technological progress and scientific and technological innovation activities carried out empirical research,discusses the factors which science and technology innovation activities is the most important factor of accelerating technological progress.Conclusion: it is the most effective way to improve the rate of technological progress in the region by increasing the investment of scientific research funds and speeding up the optimization of industrial structure.Finally,the paper concludes that the ecological efficiency of Huaihe ecological economic belt depends on outstanding technological progress.In order to further improve the technological progress,the Huaihe eco-economic belt should carry out various scientific and technological innovation activities,and give incentives and guarantees to scientific and technological innovation activities.According to analysis results,from microscopic method,medium and macroscopic policy three aspects,puts forward the improving Huaihe river ecological economic zone technological progress rate of several feasible measures,so as to facilitate the Huaihe river ecological economic zone construction ecological society and the pace of our economic society. |
