Research On Updating Of Cultivated Land Quality Grade In Fuding

With the rapid expansion of urbanization,the contradiction between people and land becomes prominent.People live on the cultivated land resources but face many problems in the utilization:a large number of high-quality cultivated lands are occupied,the supplemented cultivated lands have low quality grade,there is a serious shortage of cultivated land reserves,and there is blind pursuit of the quantity balance of cultivated lands but the quality cannot be guaranteed.The Ministry of Land and Resources has carried out an objective assessment of cultivated land quality grade to lay a foundation for the implementation of the cultivated land occupation and complement balance policy "paddy field for paddy field and fertile land for fertile land".Fujian is a large province of forestry,with scarce cultivated land resources,so it is of important theoretical and practical significance to take the opportunity of provincial update of cultivated land quality grade and take Fuding City for example to carry out the study on annual evaluation of update.This paper started from the three driving forces that affect the change in cultivated land quality grade in Fuding City for the study,and used the methods of GIS,comparative analysis,qualitative and quantitative research,and empirical research to study the change in cultivated land quality grade in Fuding City in 2015.In terms of increased cultivated land,the paper analyzed land occupation,village reclamation,land consolidation and other ways to increase the cultivated land quality.In terms of cultivated land reduction,the paper analyzed the factors such as construction occupancy,agricultural structure adjustment,and net area reduction of cultivated land.In terms of cultivated land construction,the paper combined with the actual situation of Fuding City to compare and analyze the cultivated land quality before and after the cultivated land construction in the land consolidation area.On the above basis,this paper analyzed and compared the overall situation of change in cultivated land quality grade in Fuding City in 2014 and 2015.Through the empirical study of Fuding City,the following main conclusions were drawn:First,the change in cultivated land quality grade has three factors,increased cultivated land,cultivated land reduction and cultivated land quality.In these three factors,land development and village reclamation are the most important channels to increase the effective area of cultivated land,land reclamation and high standard basic farmland construction are superior to the other two methods in the improvement of cultivated land quality grade,and the construction occupancy is the main reason for cultivated land reduction.Second,through the types and spatial distribution of cultivated land quality grade,the change in cultivated land was assessed.The reduced cultivated land in Fuding City is mainly paddy field up to 76.32 hectares,accounting for 76.32%,and the cultivated land quality grade is concentrated in 8-10.Most of the complemented cultivated land is dry land up to 171.65 hectares,accounting for 90.88%,and the cultivated land quality grade is concentrated in 10-11.Despite the larger investment in land consolidation,the improvement of overall cultivated land quality is not obvious,and it is not easy to maintain the overall balance of cultivated land quality.Third,Seen from the spatial distribution,Dian'xia,Taimushan and Bailin town in the south of Fuding City have higher overall cultivated land quality grade,where medium and higher cultivated lands are distributed in linked pieces.The town with flat land,adequate water and better economy has higher overall cultivated land quality,while the town with higher terrain and poor irrigation has low cultivated land quality.Fourth,through the analysis of national nature,the area of grade 5 and grade 6 cultivated lands in 2015 increased significantly,respectively by 92.89 and 151.57 hectares,compared with the previous year,while that of grade 7 and grade 8 cultivated lands decreased significantly,respectively by 115.32 and 138.21 hectares;through the analysis of national utilization,the area of grade 7 and grade 11 cultivated lands in 2015 increased significantly,respectively by 59.81 and 57.41 hectares compared to the previous year,while that of grade 10 cultivated land decreased significantly by 95.62 hectares;through the analysis of national economy,compared to the previous year,the area of grade 8 cultivated land in 2015 increased significantly by 102.08 hectares,while that of grade 9 cultivated land reduced significantly by 68.11 hectares.It can be seen that the area of cultivated land with higher quality grade increased and the cultivated land with lower quality grade gradually changed to higher grade cultivated land.
