As ancient saying goes,people are the basic of a country,food is the basic of the people,and security is the basic of food.It is self-evident that food safety is related not only to people’s health,but also to national stability and the image of government.Although national economy and society develop rapidly and national living standard improves greatly,the food safety problems have gradually become one of the highest exposed public topics.Frequent food safety problems expose many disadvantages in existing "sub-regulation,comprehensive coordination" supervision system such as overlapping responsibilities,supervision blind areas and multiple supervision.That’s all criticized by ordinary people.In order to solve the problem and improve food safety level,Tianjin Municipal Committee and government made a bold attempt in food safety supervision system in July 2014 with the trend of institutional reform,functional transformation and decentralization background.Tianjin explores a new way of amalgamating Tianjin Industry and Commerce Administration Bureau,Tianjin Quality and Technical Supervision Bureau,Tianjin Food and Drug Administration Bureau with the relevant food safety function in Health Department and establishes food safety supervision system of the whole process in single department from city to county.The unique reform in Tianjin brings opportunities and challenges.As the most important part of the reform in current round,Tianjin Market Supervision Administration Bureau which is established in February 2015 exist many widespread problems such as limited supervision power,lack of ability to perform duties,weak supervision guarantee.These problems severely restricted reform effectiveness.Therefore,we must overcome the difficulties,study the causes of the problems in the institutional reform of the district Market Supervision Administration Bureau and explore effective solutions to consolidate the grassroots supervision and improve the food safety supervision system.It is an important subject to be considered and study in deepening of the system reform.Under the background of the "three-in-one" institutional reform,this paper analyzes the process and motivation of China’s food supervision system reform and introduces the process of the reform in Shenzhen,Zhejiang and Tianjin on the basis of holistic governance theory and planned organizational reform theory.This paper selects the Tianjin B District Market Supervision Administration Bureau for the specific case of institutional reform to analyze its implementation of the whole process of reform,to explore the status of its institutional reform,the difficulties and causes encountered in the reform process,proposes feasible suggestions on operating mechanism,organizational culture,staffing,legal protection and social co-governance and other aspects according to its actual situation after learning from the mature experience from food supervision system reform in America,European union and Canada.
