Under the background of frequent food safety incidents,food safety has become one of the most concerned issues in the whole society.How to do well in food safety supervision has also become a government topic.In November 2014,Ganjingzi district to reform the food safety supervision system of the original,the original Industrial and Commercial Bureau,food and Drug Administration and the Bureau of Quality Supervision Bureau of the new integration of market supervision,by the Bureau of food production,circulation and catering sectors of the unified supervision,End Sub regulation mode of Quality Supervision Bureau is responsible for the production process Industrial and Commercial Bureau,responsible for circulation,food and drug administration is responsible for the food and beverage sectors.Study on the food safety supervision system in the past,most of the time our country food safety supervision system before the reform and research,mainly on the macro level of the state and the province,this article from the Ganjingzi region of the reform perspective,is based on the new reform and practice of new system research to summarize and evaluate the reality,provide the theoretical support and practical basis for further reform of supervision system in the field of food safety.At the same time,we need to study the specific conditions of Ganjingzi area's macro reform measures in combination with its own conditions,and analyze the microscopic data and problems,which is a good complement to the macro level theoretical research at the national level.This paper first combs the related research at home and abroad,and collate the course of the reform of the food safety supervision system in Ganjingzi district.Secondly,the problems of food safety supervision system in Ganjingzi area before the reform are summarized.Then,the operation of the new system is introduced,including many measures of the system reform,the division of the new system,the division of responsibilities,the staffing and the supervision objects.Through systematic analysis,summed up the new system of a unified supervision to fill the integrity and coordination of food safety supervision and lack of supervision,promotion,three departments to achieve complementary advantages,the establishment of three levels of supervision and management system and objective analysis results,new system problems in food safety regulatory agencies under the coordination not smooth and the importance of food safety supervision,food safety supervision is not prominent professional is weakened,the food safety supervision power shortage.Taking the reform of Ganjingzi district as the research object and analyzing the experience of diversified food safety supervision at home and abroad,this paper puts forward some countermeasures and suggestions for further improving the food safety supervision system in Ganjingzi district.First,the food safety agencies are set up and down.The market supervision department should be set up at the level of the city level to make the city and county two level institutions set up and reduce the coordination cost.Second,the importance of food safety supervision should be highlighted.In the market supervision department,the food and Drug Administration Bureau is relatively independent.Third,improve the specialty of food safety supervision.It includes three aspects:strengthening the professional skills training of supervisors,introducing more professional talents with innovative employment methods,and carrying out classified supervision on the basis of professionalism.Fourth,the scientific allocation of food safety supervision force.It includes three aspects,that is,to increase the staffing of the personnel rationally,to tilt the supervision force to the grass-roots level,and to establish a full-time team of the co management staff.
