Research On The Problems And Countermeasures Of Food Safety Supervision In China

Food safety regulation is a huge and complicated project, it involves many aspects such as production, circulation and so on. As extensive attention has received from many international organizations and groups, food safety has become a top concern all over the world. Along with the development of our social economy and improvement of living standard, people are no longer satisfied with just getting enough foods, the demands on safe food supplies become a focus of attention. Currently, the way of inspection and supervision of food in china still lags behind; The government’s means of food safety supervision mode are yet to be improved; Food safety laws and regulations are incomplete; And the overall quality of food industry is still low. Thus, food safety incidents repeatedly occurring in China,they have not just made very bad influence upon food industry,did serious damage to people’s health,harmed the economic interests of the country,but also reduced the public’s trust to the government on food safety controlling.This paper applies the theory of public administration made a research on food safety supervision modes,and gave some feasible suggestions for the local government on solving food safety problems.This paper is divided into five parts. The first chapter is introduction, in which introduced the topic selection background, realistic meaning, research ideas and method, etc. The second chapter analyzed the problems of food safety supervision mode in China, from different angles such as the regulators agency, food safety laws and regulations, supervising and managing means, the regulatory environment and so on. Then put forward the deficiencies and problems at present stage. The third chapter made an in-depth analysis of the causes of food safety supervision problems, pointed out that the restructure of food safety regulators is hard to practice, lack of consciousness and ability using legal means for food safety regulation, food safety regulators’ work remains to be further improved, and the need of improvement on food safety regulatory environment are the main reasons of food safety problems. The fourth chapter introduced other food safety supervision modes of Japan, UAS, EU, Hong Kong SAR and Chinese mainland export,from different angles such as the regulators,the means of regulation,the legal system and so on.And then proposed what can we learn from them. The fifth chapter put forward some countermeasures and suggestions on solving the problems of food safety supervision mode, for instance, how to promote the food safety regulators’ reform, how to establish and optimize the food safety laws and regulations, how to improve the law enforcement capacity of food safety regulators, and how to create a better social environment for food safety and so on.
