During Twelfth Five-Year Plan in Henan Province, the overall proportion of primary industry declining steady rise in the proportion of tertiary industry and some of the emerging industries are rapidly growing, although industrial transformation and upgrading has made some progress, but the first industry first Second, industry and tertiary industry’s internal structure constituted unreasonable proportions, will lead to the quality of economic development of Henan province is not high. Some high energy consumption, low efficiency, high-polluting industrial industry still accounts for a large proportion of the interior, and high-tech environmental technology industries did not become a pillar industry of the economy, optimize the industrial structure still needs further adjustments.This article from the perspective of high-tech industries of view, the high-tech industry to promote the role of industrial structure optimization in Henan Province were studied. In theory, this paper, the present situation in Henan Province industrial structure and the development of high-tech industry background, technical innovation and technology spillover effect of these two aspects of research on high-tech industries in Henan Province industrial structure optimization mechanism. This role is with the first high-tech industry technology innovation through technology spillover this channel, on the one hand to provide new technologies and new knowledge Henan some traditional industries to promote technological innovation in Henan traditional industries, on the other hand constantly on the contrary promote innovation among their own high-tech industry in Henan. Whether it is the result of high-tech industries or traditional industries, innovative activities to bring to market new demands, in order to meet the increasing demand related to industrial supply sector will continue to improve the existing production process, the level of technology. It is through such inter-market supply and demand inherent in the formation of a close link between the industry. The link between this industry can easily produce a wide range of industrial ripple effect, and ultimately affect the Henan first, second, third internal industry composition.This article will metrology, economics and knowledge of statistics combined with the use of relevant statistical data to establish comprehensive measure of the system’s high-tech industry development and Index System of Industrial Structure; and further this paper, factor analysis, principal component analysis and regression analysis, building high-tech industries and industrial structure optimization regression model.Finally, according to the analysis of empirical results found that the high-tech industry development will lead to shift the focus of the industry to the secondary and tertiary industries and employment trends also with the transfer of secondary and tertiary industries, and the development of high-tech industry will be driven by investment in tertiary industries, especially in Henan Province for secondary and tertiary industries, reduce energy consumption, promote the development of urbanization of Henan, thus we finally proposed to develop high-tech industries to promote the optimization and upgrading of industrial structure in Henan Province, also proposed to increase R & D investment, R & D personnel investment, culture-related enterprises have become the research and innovation policies and proposals body and so on.
