The link between this industry can easily produce a wide range of industrial ripple effect, and ultimately affect the Henan first, second, third internal industry composition.This article will metrology, economics and knowledge of statistics combined with the use of relevant statistical data to establish comprehensive measure of the system’s high-tech industry development and Index System of Industrial Structure; and further this paper, factor analysis, principal component analysis and regression analysis, building high-tech industries and industrial structure optimization regression model.Finally, according to the analysis of empirical results found that the high-tech industry development will lead to shift the focus of the industry to the secondary and tertiary industries and employment trends also with the transfer of secondary and tertiary industries, and the development of high-tech industry will be driven by investment in tertiary industries, especially in Henan Province for secondary and tertiary industries, reduce energy consumption, promote the development of urbanization of Henan, thus we finally proposed to develop high-tech industries to promote the optimization and upgrading of industrial structure in Henan Province, also proposed to increase R & D investment, R & D personnel investment, culture-related enterprises have become the research and innovation policies and proposals body and so on.
