With China's innovation into the profundal zone and the critical period, the speed of the economic growth continually decreased, which shows the new normal economy arrives,China's economic development mode transforms from the factor input type to the total factor-driven model in great need.To this end,the central economic work conference in 2017 stressed the need to adhere to improve the quality and efficiency of progress as the core, persevere in promoting the structural reform of supply-side as the main line, moderately expand the aggregate demand, strengthen the expected guidance, deepen innovation driven,do a good job of steady growth, structural adjustment, promoting reform and other work. So,can we do the organic unity of "adjusting structure" and comprehensively improving total factor productivity to economically actualize the sustainable development? It is a worthwhile topic. This article makes a thorough inquiry about the impact of industrial structure change on total factor productivity from two aspects of theory and demonstration.First, this paper summarizes the domestic and international literature on the evolution of the industrial structure and the total factor productivity, studies the relevant theory, and further explains the mechanism of the industrial structure changes in total factor productivity.Secondly,we gather the data from 2005,and this article analyzes the trajectory of the change of industrial structure in China and other provinces in the past ten years from the aspects of rationalization and high degree of industrialization structure; And the data envelopment analysis method is adopted to guess and estimate the total factor productivity and its alterations in China and the provinces. Finally,we combine the two, thinking about the close economic relationship between the regions, incorporating spatial factors, and we establish the spatial panel econometric model, and the impact of industrial structure change on total factor productivity is the positive analysis. The estimation results show that rationalization and high degree of industrial structure facilitate the total factor productivity, and China's structural dividend still exists, but which is little effect, and we need enhance the role of structural dividend. The policy implications of the above results are that we can appropriately upgrade the industrial structure, promote the upgrading of total factor productivity, and economically actualize the sustainable development based on the gradient of the industry.
