Value Chain Upgrading Of Productive Service Industry In Jiangsu Under The Opening-door Policy Of The Yangtze River Economic Belt

On September 12,2014,the state council issued “the guidance about the construction of new support belt of china's economy relying on Yangtze river”,which marked the Yangtze river economic belt officially become a national strategy.The Yangtze river economic belt is expanding its scale of opening-up strategy from lower reaches to middle and upper reaches,relying on the advantage of waterway,natural coastal shipping and good foundation of modern service industry.Besides,the productive service industry has already been in the highest position that various countries are rushing to occupy.The value chain upgrading of productive service industry is of great importance for the economic development of a region or a nation.Jiangsu province which is the core area in the economic belt will accelerate the development of producer services as a top priority to promote the adjustment of industrial structure by industry transformation and upgrading.Whether Jiangsu province can achieve value chain upgrading of productive service industry under that background is the problem we concern about.Firstly,we determined a definition of the productive service industry and the industry value chain upgrading,and then we expounded in detail the mechanism of the value chain upgrading of productive service industry of Jiangsu province under the condition of Yangtze river economic belt opening-up strategy,which included the transition of Regional division of labor pattern under the change of FDI location.Secondly,we made an analysis of the president situation of opening-up of the Yangtze river economic belt and Jiangsu productive service industry,we found that the FDI was transforming to middle and upper reaches,opening-up of manufacturing industry was expanding to middle and upper reaches and opening-up of productive service industry of lower reaches was enlarging.Thirdly,we established an Index evaluation system about the value chain upgrading of productive service industry of Jiangsu province from the level of output,employment,investment and efficiency with data from 1995 to 2014.Finally,we built up the VAR model and VEC model which was based on the variables of the value chain upgrading of Jiangsu productive service industry,the change of regional division of labor pattern and the opening up of productive service industry and gave some policy recommendations on account of the empirical results.Through the research of this paper,we came to several conclusions.Firstly,theregional industry division pattern of the Yangtze river economic belt has evolved into a new situation in which middle and upper reaches was undertaking manufacturing industry transfer and the development of productive service industry of lower reaches was accelerating with the level of opening-up improving.Secondly,according to the Index evaluation system of productive service industry value chain of Jiangsu province,in 1995-2002,the scores of most industries fluctuated around a certain level with no obvious rising trend,in 2005-2014,productive service industry value chain of Jiangsu province upgraded to high-end link in nearly 10 years.Thirdly,the empirical research results showed that in long-term relationship,the change of regional division of labor pattern in manufacturing industry played an important role in promoting the value chain upgrading of productive service industry of Jiangsu province,in short-term,the opening-up of productive service industry of Jiangsu province had a significantly positive effect on the value chain upgrading.
