Desiging is the important stage for the cost formation of the real estate projects.It plays a decisive role in formating the final cost of the real estate projects.Strengthen and perfect the cost control during the designing stage is significant on reducing the cost of the real estate projects and improving the market competitiveness of real estate enterprises.This paper focuses on the related issues of the cost control during the designing phase of the real estate projects.First,it states the main problems restricting the cost control of the current designing phase,which can be divided into three aspects: 1.The designers do not have clear understanding of the main factors that may affect the cost;2.The designers do not want to reduce the cost;3.There is no perfect communication mechanism between the designers and the cost budget staff.Second,under the guidance of the Design-limited Theory and the Value Engineering Theory,it points out that the cost control should be strengthened from the aspects of technology and management.In the aspect of technology,the main measures stated in this paper are: according to the working process during the stage of designing,find out the main factors affecting the cost control,which should also be called the cost-control factors,from the conceptual design,the preliminary design and the construction drawing design;clarify,organize and summarize the main factors that affect the cost during the stage of designing include total FAR,total building coverage,the number of floors,balancing the site earthwork,optimizing the amount of the steel and concrete used and etc.,which is to guide the optimization of the cost control during the stage of designing and finally solve the problem that the designers do not have clear understanding of the main factors that may affect the cost.In the aspect of management,the measures should be taken from the following 3aspects: perfect the policy of tendering and bidding system,establish the reward and punishment mechanism for designing,set up the joint-examination policy for the design drawing,encourage the designers to reduce the cost,build the communication mechanism between the designers and the cost budget staff.At last,through the research of LX project,the point of view stated in this paper has been proved to be doable.With the research of the cost control during the stage of designing of the real estate projects,by setting up the policy and management system,the goal of cost control during the stage of designing can be realized.
