Research On Social Support Network Of Rural Subsistence Allowance Families

With the development of China's economy,the process of urbanization has accelerated,but the dual structure in urban and rural areas has got no significant improvement,and the gap between hasn't got narrower.The rural areas are deficient in social resources,and its mode of economic growth still mostly relies on agriculture.With limited rural household income and low anti-risk ability,once illness or disasters call for a larger expenditure,the rural families are tend to fall into poverty.For those vulnerable groups,social support network is the key to improve their quality of life.A perfect social support network consists of the main body network and the auxiliary network,both of which can provide material support and emotional support.With the rural minimum subsistence allowance amount fixed,how to coordinate the government network,the village network,the social organization network,the relatives network and other auxiliary networks based on the current situation,to build a more perfect social support network,is the motivation of this study.This paper takes the residents from Shanfu town in Lucheng District of Wenzhou City,who live on rural minimum subsistence allowance,as the sample.With the basis of social support network theory,the paper surveys the respondents' characteristics,as well as the structure,the support status,the deficiency and the impact factors of their social support system through literature analysis,questionnaire survey,quantitative analysis,semi-structured interviews and other research methods.The survey reveals the following results.In the main network level of the social support network of the rural residents who live on rural minimum subsistence allowance,the rural minimum subsistence allowance only maintains their minimum living needs,and it's mainly affected by the local financial budget.Meanwhile,the other supplementary social assistance policies have not fully played the complementary part,and concentrate more on financial aid other than helping them to lift out of poverty.The main network's strength is insufficient.The village network is an important channel to get policy and allowance applied.But the weak implementation by village cadres directly affects the help of the social support.In the auxiliary network level,the active social organization network presents poor stability and low perception and is little felt by the rural residents due to its spontaneity,commonweal and non-mandatory features.The relatives and friends network,along with the neighbors,composes an important part of the social support network,although it's mostly held by social morality.And,the individuals' utilization of social support network is insufficient and they show low intention in poverty alleviation.Based on the research above and considering the impact of various aspects,the paper puts forward the following suggestions.First,improve overall-planning accuracy and implementation of the main network.The government should accurate the poverty identification,establish subsistence allowance information file system and arrange all the relief policies accordingly.Village should promote social assistance policy,care and condolences to fully implement.Second,enhance the density and stability of the auxiliary network.On the level of relatives and friends' network,strengthen the rural civilization construction and advocate the concept of filial piety and mutual assistance to increase the internal support and surrounding support scale.On the level of social organization network,strengthen government dominance.Consolidate the external support stability through passing out the rescue needs,docking rescue resource,honoring the rescue typical and implementing twinning help.Third,promote the main and auxiliary network coordination.Emphasis on information sharing,help co-building to play the social support effect better.Lastly,guide individuals to strengthen the self-use of the social support network.Enhance their willingness to dig personal potential to employment and entrepreneurship,thus to shake off poverty at an early date and steady step.
