The “data Island” Study In The National Big Data Strategy

In the process of the implementation of big data national strategy,the problem of"Isolated Data Island " exists in the process of government affairs,and it becomes the main factor of the government's management modernization.This paper puts forward the way to solve the problem of ""Isolated Data Island" through the new institutional arrangement,and provides the system design ideas and methods for the top design of the big data national strategy.At the same time,this paper also provides a new theoretical perspective with the strategic height of philosophy for the big data in the process of implementing the national strategy.This paper demonstrates that the strategic philosophy in the research of national strategy,can be more widely grafted and the use of interdisciplinary theory and framework,also more strategic thought and theory.About the research method,this paper does not use technology research,instead of a combined method,with the theory of institution economics,using political science,institutional economics,strategic philosophy and natural science theories.This paper creatively put forward the institutional arrangement of the national strategy for big data applications,with strong reality meaning.
