Research On The Development Of China's Data Industry

The data industiy is an important part of the digital economy as well as an emerging industry which has been formed by the development of informatization driven by the information revolution.How to systematically recognize the data industry from the perspective of industrial organization theory is an important and specific issue of"information economics" in the "economic and social transformation caused by informatization and information society research",which is also common focus in academic and industry.And it will be of great significance to the high-quality development of China's digital economy and the digital transformation of all industries.Based on the systematic study of relevant concepts and theories of the data industry,this paper uses the SCP(market structure-enterprise conduct-market performance)paradigm to conduct a normative analysis of China's data industry.It studies the relationship between data governance rules and the development of the data industry,as well as the problems and challenges faced by the development of China's data industry,and gives corresponding countermeasures and suggestions.The structure of this paper is as follows:1.This paper summarizes the important concepts,theoretical frontiers,analytical framework and research methods related to the data industry.It also makes an in-depth study on the basic problems of data industry,such as data resources and assets,data ownership and protection,data opening and sharing,data pricing and transaction.These research results lay a foundation for further using the industrial organization theory to study China's data industry.This part corresponds to the first and second chapters of the paper.2.This paper makes a systematic and normative analysis of China's data industry by using the SCP paradigm.It studied China's data industry from the aspects of market structure,enterprise conduct and market performance by using the cross-section data of 500 sample data enterprises in 2016 and panel data of 40 listed data enterprises form 201 1 to 2017.The results show that the market concentration of China's data industry is low,the market is in a highly decentralized state,and generally competitive.It is necessary to continuously improve the market performance level by stren gthening the input of innovation elements and restraining the trend of heavy assets in enterprise operation.These contents are in chapter three,chapter four and chapter five.3.This paper makes a systematic discussion on data governance rules and data industry development.With the advent of the digital economy era,personal privacy protection,data industry development and national data security need to be balanced,only in this way can high-quality digital economy development be achieved.At the same time,the competition among countries in the field of data rules is also very fierce,which may have an important impact on the development of the data industry.Based on the basic national conditions of "development is the first priority",China needs to formulate data governance rules that are conducive to participating in the global digital economic competition.China must not copy the EU's overly strict data governance rules to curb the rapid development of the current data industry.The specific content of this part of research can be seen in chapter 6.4.With the above research results,this paper believes that the development of China's data industry is facing problems and challenges such as insufficient investment in core technology R&D and innovation factors,the lack of leading enterprises in the industry,the development of regional data industry is eager to achieve,the data governance system needs to be improved,the awareness of data security needs to be strengthened,and the risk prevention and control ability of the data industry is insufficient.This paper puts forward five specific ideas and Suggestion.This part corresponds to the chapter 7 of the paper.The innovations of this paper include three aspects.First,this paper,for the fir-st time,makes use of the mainstream industrial organization theory and analytical framework to conduct normative research on China's data industry,which makes up the gap of systematic research on data industry from the perspective of industrial economics theory.Secondly,the paper puts forward the research idea of the impact of innovation factors on total factor productivity of China's data industry,which provides a theoretical and empirical basis for the innovative development of China's data industry.Third,considering the importance of governance rules in the digital economy era,data governance is one of the key issues in the development of the data industry.This paper makes necessary research on data governance rules and data industry development to make up for the deficiency when SCP analysis framework is applied to the field of digital economy.
