According to the Organization Department of the CPC Central Committee,the Party committee of SASAC "central enterprise leadership and leadership comprehensive evaluation procedures"(hereinafter referred to as the "assessment approach"),the companies to develop their own management measures according to their own and the local actual situation,combined with the research on participation in the formulation and implementation of measures in the work and the problems found to carry out research.In recent years,in the Party committee under the leadership of the group will be leaders of enterprises operating performance evaluation results into comprehensive evaluation,reflects the responsibility of leaders of the business act,constitute a complete system and a comprehensive evaluation system for leading cadres.Combined with previous exploration of the evaluation index system,in the leadership of the company under the guidance of hope through the study on behavior evaluation,mainly from the evaluation index design,evaluation to make some exploration,hope that through the design of behavioral indicators,to further improve the authenticity and objectivity of evaluation results,further improve the leadership of the correct behavior the guidance and training.This paper is based on the PM theory of leadership behavior,will focus on grass-roots leadership construction enterprise behavior evaluation research,set the system behavior index based on the design objective and scientific research,as some common leadership leadership behavior characteristics,through the characteristics of combing,mathematical analysis,extraction the behavior of specific indicators.Study on the process,the staff conducted a survey of the group headquarters and part of the business management personnel,led by and ordinary employees to participate,assist in completing the questionnaire,the staff selection of middle managers in some enterprises.The research team from the reliability and validity of the two dimensions of the questionnaire scoring results were analyzed and tested.The experimentalresults show that through the analysis on the evaluation results,the selected index has high reliability and validity,the experiment is achieved the expected results,the index set the objective reality,meet the design requirements.Design through the study of state-owned construction enterprise grass-roots leadership leadership behavior index,provides reasonable reference material not only for the company's leading personnel evaluation,and provides a theoretical basis for the cultivation of leading personnel of the unit incentive policy.Application of hope through the research results,the formation of a more fit the actual situation of the enterprises,help guide the Group owned subsidiary enterprise leadership takes the lead in implementing the 13 th Five-Year planning evaluation index system;on the other hand,continuously improve the comprehensive evaluation methods.Comprehensively and scientifically evaluate the performance of the leaders,strengthen the supervision and management and training of the leaders.
