| Industrial parks are an important platform for production factors,technological innovation,and an important carrier of the real economy.They play an exemplary and leading role in economic development and industrial transformation and upgrading.Since the reform and opening up,my country's industrial parks have continued to develop and improve,becoming an important part of the overall strength of the country and region,and a basic support in regional development competition.In the "Thirteenth Five-Year Plan" of Xuzhou Gulou District,it was clearly stated that Gulou High-tech Development Zone should be established.In 2017,the Jiangsu Provincial Government approved the construction of Gulou High-tech Industrial Development Zone in Xuzhou,Jiangsu Province,which put forward higher goals and requirements for the development of Gulou District.The park needs to undertake more transformation and development and technological innovation.Under this background,the development of the park needs to further clarify the development path and establish a comprehensive and scientific comprehensive performance evaluation index system.This article sorts out the relevant domestic and foreign research results of the development of the park and summarizes the relevant experience of domestic and foreign park performance evaluation.Introduce my country's park development process and overall development status,introduce and analyze the overall economic development and industrial park development of Gulou District,and through comparative analysis with other urban areas,we can find the environment and existing problems in the development of Gulou District Park.This article is based on a grounded analysis of the work objectives of the Gulou District and the park in the past three years,and at the same time based on literature research and field investigations,an evaluation system is built,which combines expert evaluations and questionnaire surveys to improve the indicator system.In the establishment of indicator weights,the AHP scoring method is used to weight the indicators.Through surveys and inquiries of statistical yearbooks and other data collection methods,the development status of the five parks in Gulou District from2017 to 2019 is evaluated,and the evaluation results are combined horizontally and vertically to grasp the development status and deficiencies of the park and identify shortcomings.Board and problems.According to empirical research,the performance level of each park is differentdue to different development processes and different emphases.Through the establishment of performance evaluation system,strengthen the guidance of the park development.Based on the evaluation results,the park's future development strategic positioning was further clarified.Finally,based on the multiple perspectives of the development of the park,considering the government,parks and universities and other scientific research institutes at various levels,it proposes countermeasures to promote the development of the industrial park,improve the development efficiency of the park,and better serve the regional economic development. |
