Study On The Measurement And Evaluation Of The Integration Process Of Changsha-Zhuzhou-Xiangtan Urban Agglomeration

The trend of regional integration is becoming more and more obvious on the background of globalization,and urban agglomeration integration is an important form of regional integration in China.The development of urban agglomerations can not only improve the competitiveness of big cities,but also use their powerful radiation ability to drive the surrounding cities and the whole regional development,as well as of great significance to enhance the country's competitiveness and help economy develop stably.Integration is the core connotation and essential characteristic of urban agglomeration,how to improve the integration level of urban agglomeration is a key task in the process of developing urban agglomeration.Changsha-Zhuzhou-Xiangtan(C-Z-T)urban agglomeration is the core economic zone in the central region of China and the "Resource-saving and environment-friendly society" reform pilot area.There is important strategic significance for C-Z-T Urban agglomeration to implement the "Central China's Emergence" in China,develop Yangtze River economic belt and promote the "the belt and part" strategy in Hunan province.In this paper,C-Z-T urban agglomeration as the research object,based on the domestic and foreign research results,the qualitative and quantitative analysis method is used to measure and evaluate the integration level of C-Z-T Urban agglomeration.This paper mainly includes four parts:First,it introduces the basic theory of urban agglomeration integration and provides theoretical and methodological support for the research.Second,on the basis of combing the development process and current situation of the integration of C-Z-T urban agglomeration,this paper constructs the index system from the aspects of market integration,industrial integration,infrastructure integration,urban and rural integration and ecological environment integration,and measuring the integration level of C-Z-T urban agglomeration at different times.Third,the results of the measurement are analyzed from the mult-dimension and the comprehensive perspective,and evaluating the process of C-Z-T urban agglomeration synthetically.Fourth,according to the results of the analysis,the paper puts forward some relevant policy suggestions to promote the integrated development of C-Z-T urban agglomeration.Research shows that:(1)C-Z-T urban agglomeration does have a good foundation for the integration of development in theory as well as in practice.(2)From 1990 to 2014,the integration level of C-Z-T urban agglomeration decreased earlier and then increased,while the level improved significantly on the whole during these 25 years with an outstanding upward trend in recent years.(3)From all aspects,in 2014 the level of integration ranked descending as urban-rural integration,infrastructure integration,ecological environment integration,market integration,and industrial integration.In 2008-2014,all aspects rise excluding industrial integration.Consider to the integration of all aspects of the size and trend of change and their respective weights,the impact of infrastructure integration on the development of C-Z-T urban agglomeration is the greatest.(4)The basic direction to drive the process of C-Z-T urban agglomeration is to accelerate the upgrading of the industrial integration as well as infrastructure integration development level,to further deepen the market integration,meanwhile to maintain the development tendency of urban and rural integration and the ecological environment integration.
