With the development of economy and progress of social civilization, the public safety awareness and the demand for safety production are continuously improving.National and enterprise investment in safety production continued to grow, safety management and safety control technology has been rapid development, and in the occupational health and safety has achieved some success. But the experience of domestic enterprises to carry out safety management is still not enough, workplace safety accident prone, safety issues are still outstanding.Due to the complexity of the process and the working environment, the steel industry has been identified as a high incidence of occupational injuries.China's crude steel output ranked first in the world, iron and steel industry as the basic industry of our national economy, has made outstanding contributions to China's economic development. At the same time, the safety problem of steel enterprise also gets the extensive concern of the society, and the safety production becomes one of the problems to be solved urgently in the steel industry.Research on the cause of the accident indicates that the unsafe behavior of people is the main cause of safety accidents. With the psychology and behavioristics is introduced into the field of safety management, the research focus was expanded to the field of individual perception, organizational climate and other recessive factors.Safety culture and safety climate are value by enterprises and scholar gradually. The research on the safety climate started later at home, and topics more focused on the measurement methods and the relationship with safety performance. In these study, just single level safety climate was used. While the research about multi-level safety climate, and its prediction variables are still not enough. This study extends the existing safety climate literature by demonstrating the relationship between perceived support, safety climate and safety performance.A multilevel model of safety climate, covering both levels of organization and group(supervisors, coworkers),was introduced to match the hierarchical structure of organizations. And a questionnaire was distributed to ten plants in iron and steel industry.Descriptive statistical analysis, variance analysis and structural equation modeling analysis were performed, using SPSS and AMOS.The results showed that supervisor support level was significantly lower than the co-worker support, organizational safety climate is slightly lower than supervisor safety climate and co-worker safety climate. While the level of different dimensions of safety climate are significant differences. For safety behavior, the dimensions of safety participation level was significantly lower than the dimensions of safety compliance. The results of variance analysis showed that age, length of service and educational level had significant influence on supervisor safety climate. The result of test shows that the supervisor support and co-worker support affect the safety climate and safety behavior significantly, and different levels of safety climate have different influence on the safety performance. But the hypothesis about the relationship between supervisor support and co-worker safety climate,co-worker support and safety climate, supervisor safety climate and safety performance were rejected.
