Research On External Risk Management Of Binjiang New District Construction Project For Hengyang

With the rapid expansion of China’s economic,the construction project also follows rapid development.The construction projects will inevitably encounter all sorts of factors in the construction process,In order to avoid and reduce the influence of the external risk of construction project,the enterprise must strengthen the external risk management of construction projects.This paper takes the Binjiang new district construction project of Hengyang as example,on the basis of the external risk management and reasonable development of external risk measures to avoid and reduce the occurrence of external risk loses based on science risk identification and analysis of the Binjiang new district construction of Hengyang.By the research for Binjiang new district construction project of Hengyang,some conclusions are obtained as following:(1)The external risk of Binjiang new district construction project of Hengyang is divided into political policy risk,economic risk,social risk,environmental risk(2)Through external risk analysis and classification,we find the possible risk factors of the project and established the indictor system of external risk assessment.Political policy risk mainly including: project correlation with the economic development of Hengyang,the government cooperation degree of Hengyang,demolition policy risk,financial policy risk,tax policy risk,change of housing use risk;Economic risk mainly including: the financing risk,risk of national economy situation change,liquidity risk,interest rate change risk;Social risk mainly including: residents’ level of education of Hengyang,social security situation,public intervention risk,and risk of urban planning;Environmental risk mainly including: change of foundation construction site conditions,flood risk and fire risk;(3)The method of AHP and fuzzy comprehensive evaluation were used to analyze external risk of the project.The author obtained the “middle” conclusion of the project risk.On the basis of risk identification,risk analysis and risk comprehension evaluation,the author put forward risk countermeasures to deal with the Binjiang new district construction project of Hengyang.This paper gives a comprehension risk analysis of he Binjiang new district construction project of Hengyang,and the author put forward the external risk countermeasures for the project,which has a positive influence for the external risk management of project.This study can provide guidance for other similar development of construction project t in Hengyang city or other cities as well.
