A Study Of Bike-Sharing Management From The Perspective Of Quasi-Public Goods

The party's nineteenth report puts forward the new requirement of "building a beautiful China",one of which is to vigorously promote the development of green traffic.Bike-sharing as a kind of convenient,low carbon,environmental protection,green,health,means of transportation,relieve urban traffic congestion,convenient for people to travel,to reduce emissions,alleviate the effect such as air pollution,should be vigorously develop.Bike-sharing rapid development in recent years,in better meet the demand of citizens to travel,to alleviate urban traffic congestion,reduce environmental pollution has played a positive role,but at the same time there is also a disorderly parking vehicles,the local government regulation is not in place,the enterprise to strengthen operation and maintenance,users' personal information and user deposit security risks,etc.Therefore,how to promote the improvement of bike-sharing management is necessary to ensure the orderly development of the whole bicycle industry.From the perspective of quasi-public products,this paper takes the bike-sharing as the research object,and takes Ningbo city as an empirical analysis,and conducts a comprehensive and systematic study on the management of the bike-sharing.The paper is divided into five parts.The first part is the introduction.The background,significance,contents and methods of the research are described,and the research status of the bike-sharing is reviewed.The second part is the definition and theoretical basis of the concept.Firstly,the concepts of public bicycle,"Internet +" and "bike-sharing" are defined,and then the theory of public goods is elaborated and analyzed.The third part studies the bike-sharing management mechanism from the perspective of quasi public goods.In the whole process of bike-sharing from entering the market to being a quasi public product,which subject participates in the management,and defines the management responsibilities of the various subjects.On this basis,the process of bike-sharing from entering the market to the quasi public product is divided into four links: supply,operation,supervision and maintenance,and the operating mechanism of bike-sharing is analyzed in detail.The fourth part,Ningbo city bike-sharing management status questionnaire survey analysis.On the basis of analysis in the last chapter,from the bike-sharing the supply of the four stages,operation,supervision and maintenance to design the questionnaire,and on the statistic analysis of questionnaire,and concluded the current Ningbo bike-sharing management present situation and existing problems.The fifth part is to promote the bike-sharing management.From the government,enterprises,public and other social forces such as the main body Angle,puts forward some countermeasures to promote the bike-sharing management promote the optimization of,should be more government support,enterprise,master operation and maintenance multi-party cooperative supervision,public participation,to make the bike-sharing economic new forms to the sustainable and healthy development,to better meet the demand of the public travel.
