The Research On The Influencing Factors Of The Implementation Of “three Reductions” By Rice Growers In The Sanjiang Administration Of The Agricultural Reclamation

In recent two years,the “No.1 Central Document” and some relevant policies have proposed to reduce the application amount of fertilizer and pesticide,implement environmental agriculture production and promote the capacity of sustainable agriculture development.In accordance with the overall strategic plan of China and relevant requirements of Heilongjiang Government,Jiansanjiang Administration Bureau of Agriculture and Reclamation has achieved significant progress in promoting “Three Reductions” work(reduction of the application amount of fertilizer,pesticide and herbicide).However,there are many problems were found to be addressed.This paper is drafted based on the mentioned background above.The purpose of this paper is to provide foundation for Jiansanjiang Administration Bureau to formulate relevant policies,and set model for Heilongjiang Government to implement the “Three Reductions” work,on the basis of the analysis of the factors affecting the Jiansanjiang Administration Bureau to implement the “Three Reductions” work.This paper comprises of following parts:(1)Through theoretical analysis and quantitative analysis,clarify the major affecting factors and functional mechanism of rice farmers to implement “Three Reductions” work in Jiansanjiang area.(2)Through questionnaire survey,analyze the major factors affecting rice farmers to participate the “Three Reductions” work in Jiansanjiang area.Select major factors by principle component analysis,therefore,build Tobit model to analyze the influence direction and influence coefficient.The research shows several problems as follows: the lack of awareness and relevant knowledge for rice farmers in Jiansanjiang area,the lack of relevant support policy,the insufficient promotion of mature agricultural technology and the high cost of productive and operational elements.(3)According to the analysis results of questionnaire and Tobit model,profound following six countermeasures to promote the implementation of “Three Reductions” work in Jiansanjiang area.First,enhance the training of rice farmers.Second,give more subsidy supports on agriculture production.Third,practice the certification of “Three Products,One Indication”Pollution-free agricultural products,Organic Food,Organic agricultural products and Agricultural product of geographical indication.Fourth,encourage the development and promotion of agricultural technology.Fifth,improve productive and operational elements.Sixth,push forward the social services of Jiansanjiang Administration Bureau in the rice production process.
