Qujing City Agricultural And Sideline Products Cheap Store Policy Research

From the end of 2007 to 2011,the prices of agricultural and sideline products rose all the way,and the prices rose repeatedly.The basic life of the urban and rural residents,especially the low-income groups,was affected to varying degrees.In order to alleviate the pressure of rising prices of agricultural and sideline products,Qujing began to promote the construction of fair-price shops of agricultural and sideline products since 2014.The construction of the fair-price store of agricultural and sideline products is to strengthen the guidance and control at the terminal of the price formation,and play the most direct role in stabilizing the market price.The establishment of 10 fair-price shops in Qujing has solved the problem of the rising cost of living of local people to some extent.However,many problems in the practical implementation of the policy of agricultural and sideline products parity store deserve further discussion.On the basis of collecting and sorting out a large number of domestic and foreign literature and statistical data,this paper summarizes the characteristics and functions of parity store policy,based on the theory of market failure,justice and progressive decision-making,the paper makes a deep study on the policy of parity store in Qujing.The author thinks,from the agricultural and sideline products parity shop policy formulation,there are the following problems: The policy name is confusing,the three construction is difficult to link,the supporting policy is not comprehensive,the exit mechanism is not perfect,and the assessment standards need to be improved;From the implementation of agricultural and sideline products parity shop policy,there are the following problems: Price execution is difficult,agricultural docking is difficult,operation cost is high,and daily supervision is difficult.Subsequently,the experience of construction of agricultural and sideline products parity stores in Guangzhou,Huizhou,Kunming and Singapore was referred to.Finally,in view of how to improve the policy of parity store of agricultural and sideline products in Qujing,this paper makes a policy review from two aspects of policy formulation and policy implementation: We should set up the display mechanism of consumer demand preference,establish the multi synergy mechanism of policy formulation,establish the hearing mechanism for determining the commodity price of parity shops,and coordinate the current and long-term relationship;Put forward to establish and perfect management institutions,build "three construction" docking platform,build professional logistics distribution system,increase publicity breadth and depth,explore agricultural products parity shop market approach.
