The Spillover Effects Of Regional Innovation System

Innovation has a significant effect on the development of economics,which is a broad consensus.As the eldest son of the People's Republic of China,the economic situation in Liaoning Province has been continuously declining in recent'years,and even negative growth,the phenomenon has aroused widespread concern in the whole society.The economic decline in Liaoning Province in recent years has been caused by many complicated reasons,but the weak ability in innovation is undoubtedly an important reason.In contrast to the economic situation in Liaoning Province,the GDP in Guangdong Province has not only maintained the top rank in the country for a long time but also maintained a high-speed growth.In keeping with its economic development,Guangdong's innovation capability has remained at the national level Forefront.Whether it is the ability of innovation represented by patents,the innovation efficiency represented by input-output or the innovation index calculated by the comprehensive innovation index system,a number of studies show that Liaoning Province,in 31 provincial administrative regions of China,whose regional innovation capability is always on medium-term and have a declining trend,while Guangdong's regional innovation capability has long been at the forefront.What caused the huge difference between Liaoning Province and Guangdong Province in the system of innovation?A notable feature of regional innovation activities is the significant spillover effect.The spillover effect makes it easier and faster for regions with weaker innovation ability to learn from the neighboring regions with higher innovation capacity and enhance their innovation capability so as to form a virtuous circle and enhance the innovation capability of the innovation system in the entire region.Considering the spillover effect of innovation activities,this paper argues that the reason for the huge differences between Liaoning Province and Guangdong Province in regional innovation capability lies partly in the weak innovation spillover mechanism within the regional innovation system in Liaoning Province,which in turn limits Liaoning Province's improvement of innovation capability in various regions and cities in the region.In order to confirm the conjecture,which whether the innovation spillover mechanism in Liaoning's regional innovation system is indeed weak or not,whether it is really not as good as the innovation spillover effect in Guangdong's regional innovation system,of this paper.In this paper from the perspective of improving regional innovation capability,under the framework of regional innovation system theory,using spatial econometrics model and building an index system of collaborative innovation,making a theoretical and empirical analysis of how to improve regional innovation capability.The method of spatial econometrics model takes into account the spatial dependence of economic activities among regions and thus makes up for the deficiencies of traditional econometric models.In addition,the spatial econometrics model can quantitatively measure the spillover effect between regions,which is an important reason for using the spatial econometrics model in this paper.The structure of this paper is as follows:The section one is the introduction,including the background of the research,the significance of the research and methods of the research.The section two is the literature review,including the domestic and international research reports of regional innovation system,the regional innovation performance reviews.Section three is the operating mechanism of regional innovation system and the reasons for the spatial dependence of innovation activities.Section four includes the introduction of the spatial econometrics model used in this paper,the estimation methods and the selection of weighting matrix.Section five is the measurement and analysis of the spillover effect of regional innovation activities in Liaoning Province,including the selection of methods,the description of variables and model setting and the analysis of empirical results.Section six is measurement and analysis of the spillover effect of regional innovation activities in Guangdong Province,including the selection of methods,the description of variables and model setting and the analysis of empirical results.The final is the conclusion and the policy suggestion.Results show that the gap between Liaoning Province and Guangdong Province in the R&D resources input continue to narrow,two provinces have been very close in 2013.However,huge input did not bring huge output.On the contrary,the gap between Liaoning Province and Guangdong Province tended to widen under the measure of patent as innovation output.In terms of innovation capability,Guangdong Province is obviously superior to Liaoning Province.Further,through the spatial distribution of the number of patents in Liaoning Province and Guangdong Province,this paper founds that the spatial distribution of the number of patents in both provinces has a clear spatial agglomeration situation.However,the cities with lower innovation ability in Liaoning Province are not upgrading at a faster rate than the regions with lower innovation ability in Guangdong Province.Through the regression of spatial econometrics model and the spillover effect,it is found that there is no significant spillover effect of its co-innovation entities and other influencing factors in the regional innovation system of Liaoning Province.However,within the regional innovation system of Guangdong Province,the spatial spillover effect is relatively significant.Therefore,this paper argues that an important reason for the decline of regional innovation capacity in Liaoning Province is that the spillover effect of innovation activities is restrained,which is an important difference between Liaoning Province and Guangdong Province in regional innovation system construction.The reasons for the spillover effect of innovation activities in Liaoning Province may not only affect the economic and cultural environment,but also the role of the government in the construction of regional innovation system.Therefore,to improve the innovation environment and promote the spatial spillover of innovation activities is an important mean to improve the Liaoning Province Regional innovation ability.
