Study On The Performance Evalulation Of Infrastructure PPP Model

By the government departments and the private sector to carry out the construction of public infrastructure facilities,is the current national public infrastructure construction of the main means,due to the long construction period,huge capital requirements and has a public property,so the government control and guidance of the necessary The However,the full burden of the government is caused by a huge financial pressure,and because of technical and other reasons,low efficiency,costly,environmental pollution is the government-led infrastructure construction process difficult to overcome the problem.Therefore,the PPP model came into being,but at present in the theoretical circles did not form a complete set of common performance evaluation methods,the project operation effect and efficiency problems still plagued many project departments,the PPP project evaluation,first need to be established in Multi-dimensional and dynamic on the basis of,and strive to be simple and practical,which in theory and practice are of great significance.Starting with the PPP model and the basic theory of infrastructure construction,this article first introduces the PPP model,including its comparison with other financing methods and the introduction and operation of each participant,and then forms the CSF-KPI system of PPP project performance evaluation by using the literature search method,qualitative analysis method and fish bone method.Furthermore,it uses the questionnaire survey and SEM method to determine the performance factors and construct the external performance evaluation system.Finally,the author makes an empirical analysis on the PPP project of the second phase of the irrigation project of Liaofang Water Control Project in Jiangxi Province,and puts forward the corresponding policy suggestions.According to the empirical results,through the combination of data analysis and actual case of other PPP projects,the performance evaluation model and performance evaluation system of PPP project and the evaluation model based on two-step method have good evaluation effect,which is comprehensive and scientific.In the evaluation of PPP project performance,it has better carding power of PPP project management and has better practical guidance.
