With the continuous development of regional economic integration and the continuous refinement of specialized division of labor,the industrial structure of the world adjustment.In recent years,under the double pressure of industrial upgrading and factor prices and eastern developed areas of our country industrial scale to the less developed central and western regions to transfer,to undertake domestic interregional industrial transfer has become an underdeveloped regions to achieve the important way to enhance the innovation ability.Industrial transfer is an important means for countries in regional coordination between economic development and the adjustment of industrial structure,is a common trend under the market economy.Developed areas currently need to quickly enhance their competitiveness to promote economic development in China's less developed area industry,therefore to the less developed areas and the sustainable development is of great significance.Regional innovation policy system and industrial transfer is a regional economic development of the most important two parts.Two fundamentally influence and improve the framework for the economic development of a region,the product effect between the two is to drive the rapid development of the regional economy,so efficient regional innovation policy system and reasonable industrial transfer will promote the knock on effect of the regional economic development,promote regional economic sustained and rapid development.This article first introduces the dynamic mechanism of industrial transfer,industrial transfer are expounded,and the less developed areas of regional innovation policy system interaction mechanism,and introduces the main framework of policy system;and then expounds the concept of classification policy environment policy system,and policy environment under the influence of the process and the transfer of industries in developed regions self optimization;and then describes the concept of classification policy tool of policy system,and policy tools to less influence mechanism and policy tool industry transfer from developed areas;finally,the construction method of using system dynamics of the policy system of regionalinnovation in less developed areas of industrial transfer based on the established causal loop diagram analysis,feedback path and puts forward the corresponding measures for policy system.
