Construction And Application Of Reverse Logistics Index Under Circular Economy

With the continuous development of economy,the demand for all kinds of resources is increasing,resulting in a lot of waste of resources and environmental pollutants in society,which not only causes the continuous destruction of ecological environment,but also reduces the utilization rate of resources.It accelerates the consumption of resources and makes the survival and development of human beings face serious threats and challenges.So,it is urgent to develop circular economy,and reverse logistics,as the foundation of circular economy,can make the wasted resources use again and achieve the purpose of recycling,which is the concrete manifestation of circular economy.We choose the motor vehicle industry which has strong industry representative,a large number of vehicles facing scrap through reverse logistics recovery treatment,not only to prevent the secondary pollution of the environment,but also to promote the recycling of resources to achieve sustainable economic development.Based on the circular economy,we set up a reverse logistics index system.Taking the automobile recovery industry in Shanghai as an example,we establish a series of specific vehicle reverse logistics index,and uses the collected data of end-of-life vehicles to carry out empirical analysis.For the government and enterprises to provide technical reference,put forward suggestions to achieve economic development cycle.We get:(1)Shanghai scrapped vehicles recovery index is low,indicating that the vast majority of scrapped vehicles failed to recover the dismantling of enterprises for effective disposal,there is a large market for recycling,all types of scrapped vehicles have potential for recovery.(2)The speed of recovery and development of scrapped motor vehicles in Shanghai was better than before 2015,and the rate of recovery and development started to decline from 2015,indicating that the recovery of scrapped vehicles is becoming bad and there is a clear difference in the trend of recovery for each type of vehicle.(3)The trend of the recovery value index and the total recovery value index of various types of discarded motor vehicles are in line with each other.The recovery value indices of each type of discarded motor vehicles in the same year are different.(4)The design and disassembly capacity of motor vehicle recycling and dismantling enterprises in Shanghai still can not meet the expected demand for recycling vehicles,which is far greater than the actual need for recycling vehicles.Instead,the design capability is relatively excessively capable of recovering the scrapped vehicles in excess of actual capacity.Enterprises can not obtain motor vehicles.(5)The government recovery subsidy policy and other factors have an impact on the recycling of scrapped motor vehicles,and the sensitivity of different models to government subsidies is different.Finally,based on the research,we puts forward the relevant policy suggestions from the government,enterprises and society.For government,they firstly need to improve the scrapped vehicle recycling dismantling the market environment,to ensure that scrapped vehicles in accordance with the relevant provisions of the requirements of the dismantling,so that scrapped vehicles to qualified formal businesses.Followed by the development of the relevant motor vehicle recycling policies to maintain the continuity of policies.Through a lot of publicity,strengthen environmental protection and recycling economy awareness.Enterprises should innovate the social service model,broaden the recycling channels,carry out the connection service combining the online and offline outlets,continue to improve the system for recovery and improve the social service level,and further introduce or develop technologies and methods for comprehensive utilization of renewable resources to increase the recycling of scrapped motor vehicles utilization rate,improve the recovery value of motor vehicles.Individuals should change their own concepts and enhance awareness of social responsibility,and take participate in the process of scrapped vehicles for the development of circular economy to make your own contribution.
