Research On Evaluation For The Quality Of New-type Urbanization In Counties (Cities) Of Hebei Province

The measurement of new-type urbanization quality is the only way for the healthy development of counties(cities)in China.The current urbanization,which still focuses on the rapid increase of urbanization rate,especially the urbanization in counties(cities),lacks a scientific measurement about the quality,leading to some problems in the process of urbanization still unsolved effectively.The new-type urbanization that is "people-centered" and embodies the concept of "innovation,coordination,greenness,openness and sharing" is an effective measure to solve a series of problems such as the imbalance of resource allocation in the process of traditional urbanization.As a measure of the effectiveness of promoting urbanization in counties(cities)and establishing an important path for the development of urbanization in the future,it is imperative to test and verify the quality of new-type urbanization in counties(cities).Taking121 counties(cities)in Hebei Province as an example,this paper constructs the evaluation index system of new-type urbanization quality of counties(cities)from the aspects of population urbanization,socio-economic,urban construction and ecosystem,and evaluates the quality of the new-type urbanization in counties(cities),and put forward a corresponding new-type path of urbanization development,which expand the field of new-type urbanization,with a view to providing references for the government in formulating new-type urbanization promotion policies in counties(cities).At the same time,it provides reference for the similar and the poorer quality of new-type urbanization in the central and western China and neighboring provinces of Hebei Province.The main research contents of this paper are as follows:The first part: The research background,purpose and significance of the new-type urbanization quality evaluation of counties(cities)are analyzed.The domestic and international related urbanization and new-type urbanization are systematically reviewed,which provides the theoretical basis for this study.The second part: Based on the research of relational theories on urbanization and new-type urbanization,this paper establishes a new-type urbanization quality evaluation index systemfor counties(cities),and makes an empirical study with 121 counties(cities)in Hebei Province as an example,to provide scientific basis for the development path of a new-type urbanization in Hebei counties(cities).The third part: Through the research on the new-type urbanization quality of 121counties(cities)in Hebei Province,the differences of the new-type urbanization quality of counties(cities)in Hebei Province is combed,analyzed and summarized,finding the shortages in the new-type urbanization process,so that corresponding development paths is proposed,which provide reasonable reference for promoting new-type urbanization of counties(cities).
