| Since the new century,China has witnessed the rapid development in urbanization.However,the problems and contradictions have gradually arisen among unmatched speed and quality of urbanization,and,the out-dated progress and quality of county urbanization are surprisingly lagging behind the overall urbanization level.Currently,it is the critical period for the transformation development through economic boosting by the new-typed urbanization in Guangxi province,for the quality of urbanization development in the county is not only related to the sustainable development of urban development in Guangxi province,but also for the success of economic transformation in Guangxi province,as well as to the foundation of long-term stability in ethnic areas.To enhance the development of new-typed county urbanization in Guangxi Province,this paper will build a quality assessment system for it to analyze the problems and influence factors in the quality of it,and then develop the methods for improvements.Under the guidance of the theories of sustainable development,“Five in One”,and“rural-urban integration” etc.,this paper established the principle of construction of quality assessment system for new-typed county urbanization in Guangxi province,and applied with the overall target system as quality assessment system for it.There are three major aspects in the assessment system,including economic foundation,social development,and eco-construction,and among these,there are two sub-items in the economic foundation which include the economic efficiency and economic structure,two sub-items of population development and town construction in the social development,and one sub-item of environmentally friendly in the economic foundation.In this paper,the quality of new-typed county urbanization shall be calculated by entropy evaluation method after comparing with various calculation methods of index system.From the results of integrate score,the quality of new-typed county urbanization has been significantly improved from 2004 to 2014,however,For the integrate score,the inverted “U”type is seen between the quality of county urbanization and autonomous regions,and the integrate score in Guangxi province is gradually lagging behind the average national level.According to the classification of urbanization quality,the new-typed county urbanization quality of urbanization in Guangxi province is basically in the stage of rapid promotion,but the integral score of urbanization in different counties is distinctly different,and the huge gap in the integral score of urbanization quality has been gradually noted.The empirical study on the influence factors of the integral score of new-typed urbanization quality in Guangxi province shows that the significant influences have been exerted by government mechanism,market mechanism and inner dynamism to the urbanization quality inGuangxi province.The distinctive characteristics of the running between strong government and weak market can be found in the development new-typed urbanization quality,and the effect of industrial development on the improvement of urbanization quality has been strengthened.For different regions,the government mechanism has exerted a significant effect on the quality of urbanization in the general counties,border counties and ethnic autonomous counties.However,the government control exerts significant effects on urbanization quality for the border areas and ethnic autonomous counties,which is much stronger than that of ordinary counties.The market mechanism can promote the quality of urbanization in ordinary counties,but it is an obstacle for the improvement of urbanization quality in border counties and ethnic autonomous counties.Industrialization hinders the development of urbanization in border areas.Therefore,the ethnic autonomous counties should give full play to its advantages,and vigorously develop national characteristics of service industry.There are many issues in the quality of new-typed county urbanization in Guangxi province,such as the low level starting point,slow overall growth rate,and remarkable internal diversity etc.To the quality improvement of new-typed county urbanization in Guangxi province,this paper suggests: carrying out the “people-oriented” policy,and highlighting the main function of urban quality construction;enhancing market orientation and improving the resource utilization of urban construction quality;transforming the government functions and ensuring the fairness and sustainability of the urban construction quality;optimizing the industrial structure,and enhancing the urban quality of inner dynamism;accelerating the modernization of agriculture;improving the level of industrialization for the county;strengthening the urban infrastructure construction;promoting ecological and environmental protection;highlighting the ethnic characteristics of Guangxi for the improvement path of new county urbanization quality. |
