New energy as one of the seven strategic emerging industries to undertake the transformation of energy structure is not only the main force in building beautiful China,but also an important growth point of the global economy in the future.Although the momentum of development of new energy enterprises in China is strong,but the overall development started late,the R&D ability is weak,the core technology is lack;and there is a chronic disease that the transformation of scientific and technological achievements to real productivity is not smooth,the role of technological innovation in economic and social support is not significant,the efficiency of technological innovation is still greatly improved.So exploring the efficiency of technological innovation of new energy enterprises is of great significance.As the main body of new energy technology innovation,enterprises need to make use of limited innovation resources to transform them into continuous competitive advantages.In view of this,This paper attempts to evaluate and analyze the technological innovation efficiency of our new energy enterprises and internal subdivision industries,and put forward specific development strategies for enterprises in different technological innovation modes,so as to provide references for improving the technological innovation efficiency of new energy enterprises in China.This paper based on the angle of value chain,the theory of technological innovation and the theory of open innovation,according to the status of technological innovation of new energy industry in China,constructs a new energy technological innovation value chain,analyses the realization mechanism of technological innovation.Based on the two stages of technological development and technological transformation,this paper constructs the evaluation index system of technological innovation efficiency.The two-stage non radial DEA model is used to evaluate the innovation efficiency of the two stage of the new energy enterprises in China in the past 2009-2016 years and compare the two stages of efficiency differences in new energy industries,explore the factors influencing the efficiency of each stage,and constructs the technological innovation matrix of new energy enterprises,provide targeted strategies for the five industries of new energy,which belong to different technological innovation modes.The empirical results show:(1)The technological innovation efficiency of new energy enterprises in China is phased,and the low efficiency of technological development and technological transformation leads to the low efficiency of the overall technological innovation activities,and the efficiency of technological development is the key factor that restricts the overall technological innovation efficiency of new energy enterprises.(2)The two stage innovation efficiency of the five major industries of new energy is different,and has yet to form a trend of continuous development.The overall technological innovation efficiency from high to low is hydrogen energy enterprises,nuclear energy enterprises,wind energy enterprises,solar energy enterprises and biomass energy enterprises.(3)According to the technical innovation efficiency matrix,the five major industries can be divided as follows:Extensive and low efficiency technological innovation model--biomass energy enterprise;high development and low transformation technological innovation model--wind energy enterprises;intensive technological innovation model--hydrogen energy enterprise;low development and high transformation technological innovation model--solar energy enterprises and nuclear energy enterprises.For enterprises with different technological innovation efficiency,there are three ways to enhance efficiency:unilateral optimization path,uplift and inferior gradual upgrading path,and hopping development path.(4)The analysis of influencing factors shows that the intensity of R&D cost and the scale of enterprises have a positive impact on the technological development efficiency of new energy enterprises.The level of innovation generation is positively related to the efficiency of technological transformation,while government support has a negative impact on the efficiency of the two stages.Therefore,some suggestions for improving the new energy enterprises in China are put forward.
