Financial Budget Management Satus,Existingt Problems And Countermeasures Of Jngjiangi Economic And Tchnological Development Zone

Financial budget management is an important part of financial management.State-level economic and technological development zones are small-sized macro-economic control departments,and their reasonable distribution of the financial budget fund is the basis for ensuring the social stability and the smooth grass-roots construction in them.Jingjiang Economic and Technological Development Zone is a state-level economic and technological development zone which was just listed,most of its relevant budget management systems and mechanisms as well as relevant auxiliary facilities are still at the level of a provincial-level economic and technological development zone.This article sorts out and summarizes the existing financial budget management theories and the financial research results of the development zone,refers to the innovative practice of the domestically mature state-level economic and technological development zones in financial budget management,analyzes the financial budget management status and existing problems of Jingjiang Economic and Technological Development Zone by literature review,interview,comparative research,etc.,explores the causes for the problems,and purposefully presents feasible countermeasures.According to the article,in order to improve the financial budget management level of Jingjiang Economic and Technological Development Zone,it needs to promote the reform of the financial budget management policy and strengthen the mechanism construction;improve the refining level of budget preparation,and strengthen the binding force of preparation and the rigidity of project expenditure;strictly standardize the implementation of financial budget,and establish the financial budget implementation assessment and evaluation system;establish the financial budget expenditure performance management system,and evaluate the performance throughout the process;construct the"overall supervision" pattern of financial budget,strengthen the internal mechanism and accept external supervision.Explore the effective solutions for the existing problems through the classification,research and analysis to five aspects:policy system,budget preparation,budget implementation,budget performance and budget supervision.It is expected to supplement the cases in the financial budget management area through this time of research,and that the research contents can provide scientific and effective theoretical reference to the solving of the existing problems that the financial budget management of Jingjiang Economic and Technological Development Zone faces.
