Since the beginning of the new century,the grain output in our country has been increasing year by year.The rural economy has been growing rapidly and the level of agricultural development has been rising steadily.This has provided effective and strong support to the country's economic and social development.At present,our country's economy has entered New Normal with agricultural production facing new challenges such as rising production costs,falling prices of agricultural products and intensifying resource and environmental problems,it is urgent to transform the mode of agricultural development,to build a modern agricultural development system and to enhance the competitiveness of agricultural industry.For many years,Central Document No.1 included the development of agriculture into the theme of the document.The promulgation and implementation of the "National Plan for Agricultural Modernization" in 2016 and the focus of the "19 issues concerning agriculture,rural areas and peasants" at the 19th National Congress of the Party have been vigorously elaborated in this series of national strategic decisions,the ultimate goal of agricultural development is to enhance the competitiveness of agriculture.In 2016,the National Development and Reform Commission and the Ministry of Housing and Urban-Rural Development jointly issued the "Development Plan of the Yangtze River Delta Urban Agglomeration".The Yangtze River Delta urban agglomeration covers 26 cities including the three provinces which are Jiangsu,Zhejiang and Anhui and one city of Shanghai.As one of the most economically developed area in China,the competitiveness of agriculture has been in a leading position.However,facing with nationwide supply-side structural problems,how should the Yangtze River Delta urban agglomeration cope with?Therefore,it is necessary to re-study the present situation and existing problems of agricultural development in the urban agglomeration in the Yangtze River Delta.Achieving the equal development of agricultural modernization and urbanization,building a new socialist countryside and implementing the supply-side reform spirit,and improving the overall competitiveness of agriculture in the region Level has important significance.In this paper,i collected the relevant data of agricultural development in urban agglomerations in the Yangtze River Delta,used the combination of dynamic and static,theoretical and empirical analysis,SWOT analysis and situation analysis of the specific situation of agriculture in the Yangtze River Delta,and through the integrated index method,clustering Analysis,location variation coefficient,relative growth rate and DEA efficiency analysis of the urban agglomeration in the Yangtze River Delta agricultural competitiveness of an empirical study.The results showed that:(1)The overall level of agricultural competitiveness in the urban agglomeration of the Yangtze River Delta showed an upward trend,with the exception of the U-shaped changes in agricultural competitiveness in Tongling City.Other cities also showed signs of rising.(2)In addition to the basic competitiveness of agricultural resources(3)The competitiveness of agriculture in different cities has regional differences;the regional differences have been gradually reduced in recent ten years,but the differences in the future may be enlarged;(4)The competitiveness of agriculture in all the cities is on the rise;The efficiency of agricultural output is different,which is one of the important reasons for the difference of agricultural competitiveness.Combined with the results of the article,this paper puts forward some policy recommendations to enhance the agricultural competitiveness and narrow the regional differences in the urban agglomeration of Yangtze River Delta from five aspects of agricultural supply and demand,tertiary industry integration,science and technology strong agriculture,regional linkage and ecological agriculture.
