Today,the tourism industry has become a new economic growth point in many regions.By 2017,China’s total tourism revenue is 4.69 trillion yuan,and it is expected to exceed 7 trillion yuan by 2020.As China’s economic development has entered a new normal,"all-for-one tourism",a new concept and model of coordinated regional development based on the tourism industry and the promotion of coordinated economic and social development,has also come into being.This paper selects the non-optimal tourism resources such as Jingjiang as the research object of the all-for-one tourism development.This paper selects the non-optimal tourism resources such as Jingjiang as the research object of the all-for-one tourism development.Based on the excellent cases of the development of all-for-one tourism at home and abroad,this paper discusses the development status of the Jingjiang’s all-for-one tourism and clarifies the advantages,disadvantages,opportunities and threats of the development of the entire tourism in Jingjiang.The exploration of a feasible plan for the development of all-for-one tourism in Jingjian has important implications for the promotion of the Jingjiang’s all-for-one tourism.This article applies theoretical research to practical areas and also has theoretical and practical significance.The main conclusions of this paper are as follows:Based on the theory of new public management,Jingjiang’s all-for-one tourism development has achieved remarkable results through government-led measures such as optimizing tourism resources,constructing competitive products,promoting integration of the tourism industry with other industries,optimizing public infrastructure and tourism services,and strengthening tourism promotion.The policy orientation is more clear,and the institutional mechanisms are constantly improving.The increase in government funding support and the introduction of performance goal Management has also promoted the orderly advancement of various tourism projects,and the gradual formation of specialty brands in the Jingjiang region.In terms of constraints,although Jingjiang has achieved certain results in promoting all-for-one tourism,there are still elements of imperfect tourism resources,a short tourism industry chain,a low degree of integration,inadequate supply of tourism supporting elements,and a lack of integration with the Internet.The issue of deep and co-construction and sharing of awareness books is a major issue for the development of all-for-one tourism in Jingjiang.Under the guidance of the new public management theory,Jingjiang will be possible to build quality projects,tap into new advantages in tourism,tap the potential of consumption,pay close attention to new product systems,broaden marketing channels,create a new brand image,build a solid foundation for the industry,and optimize new ways of service,improve market supervision,and establish a new normal management of the five aspects,with the aid of policy advantages to promote the further deepening of the Jingjiang tourism.
