Research On The Problems And Countermeasures Of "Hollow" Village Endowment Insurance

The generalized old-age security system refers to the various institutions designed to ensure the elderly life,which mainly includes family pension and social security.The endowment security system discussed in this paper belongs to the category of generalized.The paper taking Zhoushan city ranked the top three aging degree in Zhejiang province as an example to research the old-age security model of elderly population in "hollowing out" villages in Zhoushan.In recent years,the government of Zhoushan has attached great importance to the problem of the pension security arising from the deepening of the aging and the airiness.Moreover,according to the characteristics of the island cities,the government has made various positive attempts to innovate and promote the old-age security model.Through the field research on the pilot island,the author mainly discusses the achievements and experiences gained in the implementation of the government policies in Zhoushan city by interviewing and investigating ways,and analyzes and puts forward suggestions and countermeasures for the problems that appear during this process.The paper can be divided into three parts.The first part consists of the first chapter and the second chapter.This part firstly expounds the background,purpose and significance of the study topic,and introduces the study ideas and methods of this study topic,finally summarizes the main ideas of old-age security model and related service system by domestic and foreign scholars and makes a brief comment.The second part consists of the third and fourth chapters,which are the most critical nodes of this study.Firstly,the author analyzed the main characteristics of the aging population of the "hollowed-out" villages and investigated the current situation of the elderly population in the "hollowed-out" villages in Zhoushan.Secondly,the author from two aspects--the regional economy and population of Zhoushan analyzed the old-age security problems of background factors to establish "hollowing out" villages in Zhoushan,and through the latest data obtained by the field survey,the author had a deeply exploration to the background,current situation and problems of the implementation of community home-based care,medical care,and wisdom endowment implemented in Zhoushan "hollowing out" villages.In order to perfect the "hollowing out" villages in Zhoushan city,the paper has put forward corresponding countermeasures and suggestions.What'more,the specific measures of this part can make the practical significance of this study stronger.It can provide certain reference value for decision-making and follow-up research of relevant departments in this field.
