Based On Rural-urban Integration Hollowed Villages Revitalization

In the 1990 s, with the urban economic development of China, its rural society environment, population, economy had been greatly changes. More and more farmers start to seek for jobs in the city, but the long-term dual economic structure hinders the pace of urbanization for the farmers. Farmers who can`t survive in the cities would invest in the rural house construction, however, in the behindhand rural society, the land system restriction,loss of construction planning and disordered house construction cause rural construction disorder and environmental damage. Therefore the “rural hollowing” gradually appeared in China in recent years, which caused the waste of land resources seriously, affected the rural ecological landscape and living environment, as well mislead the farmers to invest on rural housing constantly. Furthermore, rural hollowing hinders the transformation and development of rural consumption. Generally speaking, the Chinese countryside present a "recession" in sight.The geographical factors, the village space form, the economics and the perspective of human resources had been studied and interpreted by lots of scholars on this topic. Study about current situation of the development of hollow village of our country found: after the reform and opening up in 1978, the population urbanization transfer of the countryside and the increase of farmers’ income, a hollowed village phenomenon comes appeared, which caused a series of problems including land resources waste, environmental damage and rural decline. The Chinese government and scholars paid a lot of attentions on exploring policies to solve the hollow village problems, but some new problems such as blur in administrative department function, the contradiction between the land resource supply and demand, the damage of farmer rights and interests. We research on hollow village renovation and construction standards in different aspects including the specific principles, interests subject, content and the plans to explore the hollowed village renovation, which based on the experiment in Beixu village. Finally, some policy suggestions had been proposed to solve the hollowed village problem under the perspective of the urban and rural integration.This paper relies on Henan Province Philosophy and Social Sciences planning major project <Development of modern agriculture and new rural community construction: Central Plains Economic Zone to accelerate the development of Urban and Rural Integration>. Some field researches and surveys found that the policy, funding, planning and other aspects need improvement in the process of rural hollowing. Depending on the investigation and survey, we found that if we want to fundamentally solve the problem of rural hollowing and step out of rural recession, we should focus on the perspective of urban-rural integration instead of developing the "dual" policy. We should focus on the collaboration of urban with rural development, the land consolidation and the development of modern agriculture from which the transformation from "Dualism" to "Monism" can be achieved.
