Policy And Optimization Research On The Development Of Weak Villages In The Collective Economy

Rural collective economy is an important part of the rural economy,is also an important foundation for all-round construction of rural well-off society,which is to accelerate the development of agriculture and rural modernization and enhance the material base of rural grassroots organization cohesion.And to explore the path and countermeasures to optimize the development of the village collective economy,is not only the new situation of building a new socialist countryside,promote the important task of building a well-off society,but also to improve the rural grassroots organization's ability to achieve sustainable rural stability,strengthen the political problems of self management ability of grass-roots.At the same time,it plays an important role in enhancing the vitality of the whole region and promoting local harmony.Taking Haining city of Zhejiang Province as an example,this paper studies and explores the policy issues and the optimization of the government's efforts to support the relatively weak collective economy.The research could be divided into four aspects: first,clear the relevant concepts.This study focus on the collective economy of some villages not the whole village collective economy,and defined some related concept about the village collective economy,and carding some relevant supporting policies.Second,this paper studied some typical cases implemented by governments in China,sorting out three typical modes as government support autonomous,market development type and social type,than made a comparative analysis,draw some inspiration.Third,this paper made a comprehensive analysis of Haining's practice of the development of weak collective economy village.Through field investigation,data analysis and other related practices in Haining City,summed up the development and expansion of the collective economy of the typical model,related effect analysis of government support policies made by the research on the effectiveness of policy and existing problems.Such as fair allocation problem in implementing the policy of resource interference,democratic management of village collective economy,non-linear characteristics of the village to a certain extent affect the expected target,single free rider phenomenon and policy and affected by the market etc.Forth,this study made some thinking of how the government can optimize the policy in promote the collective economy weak village's development.About the central economic policies in rural areas,how to promote the diversification of the village collective economy,weak village support and social management,policy innovation,combined with the reform of rural collective property rights,we should further clarify the collective property rights,support the weak villages,and do not harm the interests of farmers,but it can not impede the process of urbanization.The right of farmers should be determined so that they can go into the city without scruple.We should also make collective income more useful for rural public management and social welfare.
