Supportive Policies Study Of Improving Weak Collective Economy In Villages In T County

Eliminating the village with a weak collective economy(hereinafter referred to as "reducing poverty")is the deployment put forward by the 14 th session of Zhejiang Province of the Communist Party of China.In the historic opportunity period of comprehensively implementing the rural revitalization strategy,it is an important way to strengthen the party's leadership over rural grass-roots organizations and maintain the stability of grass-roots governance using legal,administrative,economic and ideological guidance.Since implementing the three-year action plan for reducing poverty in 2017,T County has achieved fruitful results,and the villages with a weak collective economy in the county have achieved leap-forward development.Taking T County as the research object,this paper evaluates and analyzes the formulation,implementation,effect,and experience of supporting policies for reducing poverty in T County,and points out the existing problems of supporting policies for reducing poverty in T County: scattered legal guarantee system,imperfect policy evaluation mechanism,extensive and straightforward development model,and insufficient personnel training and motivation.Finally,based on integrating the current policy environment and the situation of T county,this paper puts forward some countermeasures and suggestions to improve the support policies of the weak villages in the collective economy:adhere to the socialist rule of law and rationally innovate the system and mechanism;Optimize the main body of policy evaluation and establish and improve the evaluation mechanism;Based on the reality of t county,explore diversified management;Optimize the means of selecting and employing people and cultivate management talents,and Improve the incentive guarantee mechanism.
