After reform and opening-up in 1978,with a wealth of natural resources and cheap labor,our country has rocked to the world's second-largest economy.However,because of the financial crisis of 2008,the domestic and foreign economic situation had undergone profound changes.In addition to the excessive consumption of natural resources and the gradual reduction in the dividend of the labor population,our economy is facing downward pressure,and the economic development approach has to be upgraded.The total area of the central region is over 10%of the total area of our country and the population of the central region is over 26%of the total population of our country,the central region plays an important role in the regional division of labor cooperation in our country.In the 19th,we also pointed out that we need to make the most of our strengths to push for the rise of the central region of the country.However,due to the advantages of resources and abundant labor,the economic growth pattern in the central region has characteristics of high consumption and high pollution.It is difficult to achieve sustainable development and the mode of economic development needs to be changed.The high-tech industry has a series of excellent characteristics,such as:high knowledge intensity,low energy consumption,low environmental pollution,high added value of finished products,and the high technology industry also can provide key grip for the smooth transformation and upgrading of economic development in the central region.Therefore,this paper takes the high technology industry in the central region as the research object.It complements and consummates the connotation of industrial innovation system,constructs the high-tech industrial innovation system,explores the method that can realize the overall innovation efficiency of the high technology industry in the central region,and promote the economic development of the central region.The main research contents of this paper includes:Firstly,the article analyzes the innovation efficiency of high technology industry and the relevant literatures of industrial innovation system,and then complements the connotation of the existing industrial innovation system,briefly elaborates the theory of industrial cluster and the theory of three spiral theories.Secondly,the article analyzes the factors that affect the innovation efficiency of high-tech industries,especially the environmental factors such as government support,financial support and scientific research support.Based on the characteristics of this comprehensive high-tech industry,and build a high-tech industrial innovation system.Thirdly,according to all the factors,this paper builds the input-output-environment index system.Based on the relevant data of high technology industry in the central region,the paper uses three-stage DEA to measure the innovation efficiency of the high technology industry before and after the adjustment,and concludes the impact of the influencing factors on the innovation efficiency of the high-tech industry,especially environmental factors.Finally,the paper analyzes the results of the three-stage DEA empirical study and puts forward suggestions for promoting the development of high-tech industries in the central region.That is,to optimize industrial policy and provide policy guarantee;to strengthen institutional reform and provide institutional guarantee;to broaden financing channels and provide financial security;to develop and use institutional mechanisms to provide human security;to invest in innovative resources and optimize resource allocation;to optimize the innovation mode and strengthen the cooperation of production and academic research;to improve the overall innovation level of high-tech enterprises.
