Any specific project ensure the realization of a certain aim, all need a systematic application of planning, organizing, leading and controlling in the whole process of management to effectively implement. While inorder to complete the task of construction project in time, the management of the project schedule is much more important. A complete construction project management should both include schedule and control. The former is the basis of the latter, and the latter is the security of the former. The integrity of both reasonably can ensure a project is accomplished on schedule.The construction of fishing port safety monitoring system include a wide range of topics and can be affected by many aspects, for example the specific requirements for the time of project in many fishing ports. As a result, it is especially important for the scientific scheduled plan and control management in such projects.Based upon project management knowledge, we studied the application of scheduled plan and control principles and methods for the practical process, taking the project of fishing port safety monitoring system as an example. We,firstly,introduced the preliminary work of the fishing port safety monitoring system, the plan principles and the organizational structure which include the plan objectives, the frame work of the project, the overall structure of the project, the management, the organizational structures and the job duties. secondly,we discussed in detail how to apply the schedule planning theory by analysis several schedule planning methods. We adopted computing Critical Path Method Approach for the Project Work Break down Structure (WBS) and the responsibility assignment (RA),which establish work sequence. We composed the time schedule for the project, the computing diagram, and the critical paths according to computing diagram rules and six-hours-parameters. In regard to some problems which may interfere the timetable of the whole project, we further discussed how to control and in the end fulfill the whole project by changing some logical relationships in the work. Lastly, we made a summary in the end of this article and put forth problems confronted in theory and practice.
