The capitalization effect of the education quality on housing prices has been widely studied by scholars.The pursuit of educational resources leads to a higher income group who will choose to live closer to the school area.The income gap will further lead to the monopoly of educational resources and the solidification of social strata.In a sense,the school room is a derivative of the uneven distribution of resources behind the real estate market.At first,in order to suppress the behavior of school-choose,the designated school district unified admission policy did not promote the education fair resource allocation according to the original intention,and the market used the price mechanism in the allocation of high-quality educational resources,make its further binding in housing goods.However,on the other hand,the housing rental market in China has been in a state of cautious development for a long time.The standard of the rental market is not perfect,and the boundary of interest relationship is not clear.The right bundle of public service resources has not been reflected in rent in the way of commodity housing.In order to change the present situation of housing value becoming abnormally high and the use value is ignored,the policy came into being with the rental housing relating to public service right to be sure,to further expand the development rental housing market.Therefore use some part of the school district in Hangzhou as an example and second-hand real estate and housing lease transaction data in the past two years of Hangzhou,the DID method based on the model of policy by STATA.11 software and other tools to calculate the target district real estate price change trend brought by the policy effect,explore whether the school district before and after the secondary real estate market and the rental market change,and the impact of what is.The main conclusions are as follows:1.The introduction of the policy eliminate the capitalization effect on the housing price caused by differences in the allocation of resources of education in a certain period of time,and the second-hand housing price level of the key school district has fallen to the same level with that of other school district.2.Rental housing market in non-key school district are not significantly affected.Although the price level of rental housing has increased in the key school district,the range is limited.The main reason may be the current rental anti-discrimination policy is still executed in the several communities,not in the whole city.3.After a period of policy implementation,housing prices in the key school districts and non-key school districts have rebounded to varying degrees.The reason may lie in the initial impact on market ideas,but substantive changes have not yet been implemented.Policies and measures are still in exploration and need to be implemented.
