Ever Since the first China Railway Express successfully initiated, more and more cities subsequently launched the China Railway Express.34 cities initiated a Railway to ship products from China to Europe. This directly improve the shipping capacity of course, but problems arise at the same time. Some of cities have sufficient goods source while some not. There are cities who are geographically so close but they owns their own trains. So they have to compete with each other for goods to fill out their containers. No goods no schedule. This leads different railway schedule. Some trains run three times a week while some run three we e k s a t i m e.Ob v i o u s l y,re s o u r c e s ar e n o t we l l al l o c a t e d an d us e d.To improve the situation of China Railway Express, this paper proposes to choose several cities as hub and other cities as goods supply node, that is to establish a CR Express multimodal hub spoke network. Each hub will radiate a number of goods supply node.Goods from supply node will be gathered and stocked together through truck or train, then to destination through railway.Other hubs may be passed by or not during one hub's goods transport to destination.Furthermore, this paper take carbon emission into account as environment protection has arose as a hot topic. To minimize the total cost including transportation cost, hub location cost, goods transfer cost and carbon emission cost, this paper establish a mathematical model, then solved by using Genetic Algorithm. The resolution chooses 4 hubs among 14 cities, and shows the transport modal between nodes and hubs. This verifies the model expressed the problem and the algorithm can solve this problem. This shows a reference for the actual operation of China Railway Express.
