| In recent years,urban waterlogging has frequently occurred in cities of our country,resulting in a significant increase in the number,the economic loss,and the casualties of affected cities.In order to effectively deal with the high incidence of urban waterlogging,gradually reduce the risk of urban rain and floods,and improve the urban ecological environment,the government has proposed the concept of Sponge City and issued relevant documents on many occasions to promote it across the country.All local governments and social capital responded positively to the national call,they actively declare and build the Sponge City.However,since the implementation of the first batch of sponge city pilot projects,due to the weak risk management awareness of government departments and social capital,many of the risk factors encountered during the construction of the sponge city PPP project have become risky events and have constrained the development of sponge cities.This thesis attempts to conduct a risk management study of Sponge City PPP project: identify its risks,conduct risk analysis and propose risk measures.This thesis first uses the literature research and the expert interview to initially identify 18 risks in Sponge City PPP project.Secondly,identify 11 key risks of Sponge City PPP project through the quantitative analysis,and establish the key risk sharing matrix:(1)the government assumes the risk of delay in examination and approval and the risk of changes in policies and regulations;(2)the company assumes the risks of technology、financing、operation and maintenance;(3)the government and the project company jointly assume the risks of over-construction、non-completion、market changes、charges、market low-yield and public opinion.Finally,measures are proposed to deal with various risks.This thesis provides theoretical support to government agencies and companies in risk management of Sponge City PPP project,and has practical significance for promoting the development of Sponge City. |
