Case Analysis Of PPP Mode Applied To Characteristic Towns

In recent years,as the country's income level has gradually increased,moving from middle-income countries to higher-income countries has become a major dilemma facing China's economic development.To solve this problem effectively,it is necessary to start with two aspects:one is to transform and upgrade the traditional economic development model and development structure;the other is to break the dual structure of urban and rural areas and release the vitality of rural development.In order to solve these problems,it is imperative to promote a new type of urbanization.The concept of a distinctive town has been proposed for the first time since Zhejiang Province and has been promoted by the state.It has become the carrier of new urbanization,and it is responsible for the task of "changing cages and changing birds",economic transformation,and narrowing the gap between the rich and the poor.It is imperative to conduct research on its operating model and financing methods.Characteristic towns serve as carriers and new practices for new urbanization construction.Due to the characteristics of long investment cycle,high risks and small returns,plus the need for professional planning,investment,financing,and project operations during the construction process,government agencies do not have these characteristics.Professional competence is bound to introduce social forces.The PPP is a tool for cooperation between the government and social capital.Based on this model,the advantages of the two sides can be better played in the construction of a featured town.The first part of this article is the introduction,introduces the research background and significance of the article and the research framework.In the second part,the relevant theories of the institute were introduced.The definition of the PPP model and the characteristics of the featured towns,the PPP model,the related theory of regional economy,the theory of industrial agglomeration and the related theories of featured towns were introduced.The third part of the article analyzes the logic of the development of the PPP model featured township development,which leads to the necessity of a new type of urbanization from the perspective of urbanization.Then through the analysis of the financing of urban construction,the inevitability of the characteristic town of the PPP model construction is drawn.In the case analysis section,taking the characteristics of the Sihe Xingfu Health Town,Gubei Water Town,and Datang Socks Art Town as examples,the PPP mode characteristic town construction was analyzed from the perspectives of operation mode,financing method,and industrial transformation and upgrading.At the end of the article,the outlook and policy recommendations are given.
