Well Testing Sub-Company,BHDC Limited is the first professional oil well testing company that integrates formation testing technology import,scientific research,promotion,training and technical service together in China.The company needs abundant professional and technical talents as the guarantee in its operation and future development.In recent years,China has paid more and more attention to studies on talent development,and petroleum enterprises have vigorously implemented the strategy of “strengthening the enterprise by the talents”.However,there are still many problems in cultivation and development of professional and technical talents.By combining with the practical implementation situations of Oil Well Testing Branch ofBohai Drilling Engineering Company Limited,this paper will study the establishment of professional and technical talent development system.In this paper,problems in the current situation of professional and technical talent system management of this company are set as the research object.By starting from the current situations of personnel team and talent development in this company,based on the current advanced new studies,new theories and new methods of talent development,corresponding prioritization scheme about establishment of professional and technical talent development system is designed according to the specific situations of the company.Besides,implementation plans and supporting measures are formulated.In this way,scientificity and feasibility of this company in professional and technical talent system management will be enhanced,and the management level of this company in the aspects of selection,development,appointment and incentive for backup professional and technical talents can be improved.Moreover,a high-level backup professional and technical talent team can be established,the company ability of dealing with complicated production and operation environment changes will be increased,and core competitiveness of the company in professional skills can be enhanced.
