In recent years,the domestic and foreign development environment is more complex.The international financial crisis has a profound impact on the world economic growth,international trade suffers a down turn,which causes the international energy pattern to have a major adjudgement.China's economic development has entered a new stage.To improve quality and effectiveness,as well as transformation and upgrading become a more urgent requirement.Petroleum and petrochemical enterprises as backbone enterprises of the country's energy industry is also facing internal and external "troubles","internal troubles " refers to in the new period,enterprises with high pollution and high energy consumption are faced with the impact of a slowdown in economic growth and a decline in energy demand."External troubles" refers to the continuing drop of the international crude oil prices.Therefore,to major oil companies controlling costs of management has become an important measure to deal with the pressure of management.As labor cost is a part of management cost,controlling labor cost will be of vital importance.Based on the relevant theory of labor cost management,using actual management data publicly accounced by Sinopec and Exxon Mobil as sample,through the analysis of the relevant data of the enterprises,the writer made a comprehensive study and compared the current status of labor cost management and future changing trend of the two companies,accordingly,to provide preferable experience in labor cost management for Sinopec.According to the public disclosure of business data,the paper tries to find the trend of the change of labor cost management in Sinopec and Exxon Mobil Corp.From the changes of index data,the writer recognizes the necessity of labor cost management and the effectiveness of their respective labor cost management in response to external factors of severe market changes,which is needed to take an active step in labor cost management.Comparing the two companies,the writer finds out and sums up the advantages that the Exxon Mobil has in business management and also analyzes the weakness of the management of labor cost in Sinopec,thus puts forward the suggestions on improving the effectiveness of the management of labor cost inSinopec from the following five aspects:the cost of labor acquisition,development,use,security and resignation staff turnover.
