The Research Of The Goal-oriented Beijing Development Evaluation System Construction

In the past 30 years of urban development in China,planning to keep pace with the urban development.So,how to use the assessment means to guide and control all kinds of resources,applied to the study of macroscopic development ideas and planning methodology,the local government must solve the problem.The assessment system as an important basis for testing and assessing the current gap between the real state and the strategic vision of the capital.It is also an opportunity to rethink the city ideal and the development of the road.In this paper,based on the current total evaluation and real state between the metropolis construction attention hot spot,selecting 20 Chinese and foreign cities as the research object,domestic and foreign concepts and the method of quantitative statistics are used to construct the evaluation system of capital development.Background analysis-City is not independent.Its goals are also influenced by at home and abroad regional development.SWOT and PESTE are used to analysis the urban development background.Comprehensive analysis of system construction background,in order to make clear the feasibility of research.Strategic research-from the top design to the public needs analysis,the development of the main directionis made.Goal-oriented approach is used to identify the purpose of the development plan in order to outline the vision of the blueprint.And then clearly put forward to eliminate obstacles.The method is comparing analysis characteristics of the Chinese capital and the Western advanced theory and system.In this paper,we sumarised 20 capital cities in the world,and the evaluation index system is analyzed in different dimensions.Then,the Delphi method and the urban demand model are used to approve,revise and determine the weight value of each level.The results of the system include the main part and its subsidiary.the main part include three-level indicator layers:target layer,factor layer and indicators layer.The results also include the types,units,weight,evaluation significance and the primary calculation formula and so on.The future outlook is divided into three aspects: the perfection of the system,the guarantee of the implementation of the system and the application prospect.
