Rural infrastructure construction is the basic guarantee for the development of agriculture and rural areas. In terms of the development of rural production and the improvement of farmers' living, it plays an inestimable role. As one of the important content, small rural public infrastructure is in the most closely contact with the farmers and directly related with the level of rural productivity. All along, our country's rural small public infrastructure is very weak, and our country's rural small public infrastructure is in great demand. We need to improve the current situation at once. A lot of problems have appeared to China's supply and demand of small rural public infrastructure. Such as, the understanding of the needs of farmers is not in place, it lacks of investment and disconnected the supply and demand, and the majority of farmers are not involved in the rural small public infrastructure construction, and so on. The balance of demand and supply of China's rural small public infrastructure is facing very serious situation. Now, China is in the transition period which is from traditional agriculture to modern agriculture, and we should take full advantage of the opportunity. In order to promote the development of rural economy in our country, we should innovative the method of demand and supply of small rural public infrastructure to promote the transformation and upgrading of our country's agriculture.In this article, the demand and supply of small rural public infrastructure is chosen as the object of study. By the analysis to the present situation of the research and the pattern, this article sums up some experience. Then it innovative explores the new method of the demand and supply of small rural public infrastructure. And on this basis, it puts forward the corresponding policy recommendations. The full text is divided into five parts. The first part is the introduction, the research background and significance are outlined, and the structure of this paper and innovative points were sorted out. The second part is the theoretical basis of small public infrastructure in rural areas. First of all, it briefly discusses the theoretical basis of this paper. Then it explores the domestic and foreign research status. The third part firstly defines the concept of small rural public infrastructure. Then through analyzing the situation of demand and supply of the small rural public infrastructure and discussing on the main mode of supply of our country's rural small public infrastructure, it analyzes the problems of demand and supply of the current small rural public infrastructure. Through researching the representative areas of Sichuan Province, the fourth part analysis of the case, sums up experience, sublimates theory. The fifth part is the innovation of the rural small public infrastructure supply and demand. The sixth part, in order to help the practice, summarizes the main conclusions, and puts forward the policy recommendations.
