With the rapid development of economy and the continuous progress of globalization,enterprises are facing more and more fierce competition.Enterprises need to survive and develop in the fierce competition,so they need to save and control costs.Human cost is a big part of the cost of enterprises,especially in recent years,the rapid rise in labor costs,making the control of labor costs become particularly important.The most important way to control the cost of manpower is not to reduce the number of employees,but to improve the efficiency of employees.Performance management is an important tool to improve the efficiency of staff.Scientific performance management can help employees improve their output,enhance theirs ubjective initiative,stimulate their vitality and enhance their competitiveness.This paper takes H Company as a case to discuss the design and implementation of performance manageme nt system.H Company is a small and medium-sized enterprise of mobile Internet.It has some typical and representative fe atures.Some problems in performance management can reflect the problems in this industry.The present situation of H Company is that the performance management level is low and staff expectation of performance management is small.In this paper,through a questionnai resurvey and interviews found that H exists in terms of performance management: assessment methods too subjective assessment,the cycle is too long,top-down command appraisal,employee participation is low and the assessment results are not trans parent and so on several big problems,the main reason is that the performance management method selection,performance design conditions,no lack of performance no problem,monitoring performance summary and improvement of four aspects.In view of the problems of H Company,this paper systematically discusses the adoption of PDCA principle and constructs a new performance management system from the five major processes.Start the process: develop performance appraisal rules and OKR is chosen as the new method of performance;the planning process: OKR planning meeting to make a quarter of the company,Department,team and individual OKR;implementation process: the OKR daily,weekly,monthly and quarterly performance guarantee efficiency of implementation;process monitoring using OKR monitoring log,daily.Weekly performance monitoring;improved process: by improved OKR quarterly review and improve performance impro vement measures.The methods,documents and processes in this paper have been continuo usly improved and implemented by H Company,and have achieved good results.It is of reference value to other small and medium-sized enterprises in mobile internet.
