Research On The Construction And Development Of Towns In Beijing

As the end of the Beijing urban centralized construction area,small town commitment to attract the population,agglomerate industry,and to undertake non-capital core functions of the transfer responsibility.With Beijing's social and economic development,continued progress of urbanization,and the in-depth transition of urban planning in the direction to urban and rural planning,the importance of small towns construction is more and more prominent.The development of small towns can promote the integration of urban and rural economy,is an important carrier of local farmers' urbanization.For the rapid development of small towns in Beijing,the planninghas a very practical significance in promoting the development of small towns and urban and rural development.The thesis describes the development of small towns in Beijing and the important role of small towns in the city structure of Beijing.It also points out the characteristics of smalltowns in space structure,industrial development and urban-rural relations,and summarizes the achievements and problems in the construction of small towns in Beijing.Thethesis focuses on the development of small towns in Fangshan District,summed up the situation,and made an in-depth analysis and comparison of the four key towns of Doudian,Liulihe,Changgou,and Hancunhe.The thesis reckon that Fangshan district small towndevelops quickly with the help of enterprise-driven mode,the infrastructure is gradually improved,and farmers' lives have some improvement.With the fast construction,however,resulting a series of problems including excessive reliance on enterprise investment,the lack of endogenous industry;village integration as the main construction mode,rapid urbanization led to loss of land of farmers,town image and urban image become convergence.Combining analyses of domestic and foreign cases,the thesis proposed that in view of the main problems and demands in the planning and construction of small towns,it should be improved from five aspects:perfecting industry,coordinating urban and rural areas,space management and control,detail management and mechanism establishment.First of all,improve industrial policy,establish an effective industrial guidance mechanism.Combined with the status quo of small towns finding asuitable direction based on the basic conditions.Improve the industrial promotion mechanism,consolidate the industrial base,enhance endogenous development momentum,and establish regional linkage of industrial system.Moreover,rationally promote the urban and rural co-ordination,strengthening the management of planning implementation.Give differentiated guidance for the development differencesof small towns,construct the construction system of key towns promoting the development of surrounding towns and strengthen the collective construction land planning management,give path guidance of planning implementation,and establish planning implementation unit.Thirdly,strengthen space management and control,and establish a reasonable urban and rural system structure.Combining with the "two lines and three areas" delineation,to strengthen the protection of ecological land and controlof space development,improve the planning land structure.Last but not least,to strengthen details of design,providing high-quality town' s environment.Combined with urban design to strengthen style control,scale control,highlighting the characteristics of small towns' construction.Through the improvement of infrastructure,improve the service capacity of small towns.Policies and mechanisms is the key to promote urban and rural co-ordination,to protect the planning and construction.It is necessary to perfect the mechanism of urban construction and urbanization of farmers,the cooperative development mechanism of enterprise investment and local development,and ecological compensation mechanism.The construction of small towns is the process of complement including the planning,policy and implementation,andneed team work to make improvement.Believing that through our continuous exploration and summary,will open up with Chinese characteristics model which is suitable for the development of small towns in Beijing.
