Is Beijing Fangshan District Mountainous Industry Development Studies

It is a dynamic and changing process to choose and develop industry. In different development stages of regional development, it is necessary to make timely adjustment of the industry with the changing industrial conditions or opportunities.Coal mining used to be a leading industry in the rural Fangshan District before 2004. After the successful bidding of 2008 Olympic Games, Beijing government ordered a closedown of the enterprises which caused pollution. Thus the coal mining industry in the rurual Fangshan District was compelled to shut down, causing huge impact to the regional economy and livelihood, which forced the Fangshan District to redirect its choice of the leading local industry.Based on the analysis of the economic development conditions of the rural Fangshan District, this study applies the theories of industrial choice and industrial spatial layout, and assesses the current industrial development in this area. Particular emphasis are placed on the in-depth analysis of the issues including industrial institutions, infrastructure, supporting services, attitudes, industrial transfer, layout, development, and integration with capital market etc. It is pointed out that after the financial crisis in 2008, the rural Fangshan District faces again new challenges and opportunities.Taking into account of the characteristic resources of the rural Fangshan District, in particular the local natural resources and cultures, as well as the special needs of the large number of unemployed and landless residents in terms of employment and social security, this study analyses and evaluates possible industrial choices from four aspects including the prospective needs of Beijing, status quo of development, the relationship with the pillar industry in Beijing, and development conditions of the rural Fangshan District.In addition, the paper discusses the problems and solutions to the industrial development of the rural Fangshan District, and proposes that ecological agriculture and tourism can be considered as the basic and initial industries, whereas the leisure and the high-end services industry as the developing and growing industries.
