The rural credit cooperatives on behalf of small rural financial institutions are the main providers of financial services in rural areas,mainly related to the rural credit cooperatives,rural commercial banks,rural banks and so on.This part of the financial institutions because of the small business size,the number of people and the quality of the business and the state-owned large financial institutions are by the big gap,and very easy because of the personnel incentive mechanism is flawed and produce a greater risk.Under the premise of ensuring the internal stability and business development,this paper establishes a set of human resources incentive system,which has equity,incentive,and external competitiveness.This paper takes L city rural credit cooperatives as an example.Firstly,it explains the background and significance of the topic,the research situation,the research methods and the content,the meaning and the basic theory of the incentive.This paper introduces the basic situation of rural credit cooperatives in L City,and points out the problems in the personnel incentive.Based on the domestic and foreign banks' incentive system and the enlightenment,the framework of the personnel incentive system of rural credit cooperatives in L is put forward,which includes three aspects: compensation mechanism,growth mechanism and environmental mechanism.And its supporting operation safeguard measures also include three aspects,post qualification system,comprehensive strength integral card system and welfare distribution system,etc..In particular,pay incentives,in accordance with the existing post set,the implementation of the level of division,the ratio of the coefficient,a detailed design planning,forming a dynamic incentive system,and thus promote long-term development of enterprises and employees of personal value.
