Study On Interest Distribution Of Oil And Gas In China Based On Game Theory

Oil and gas is the “blood” of the national economy,and it is also an important fountainhead of increased financial revenue.At the same time,the interest distribution of oil and gas resource is an important way of the income distribution,and it is a key segment to reach the state of rational resource allocation.However,with the development of economy and the variation of the energy structure,there are many problems during the exploitation of oil and gas,such as “poverty in wealthy resources” and the damage of ecology environment.The problems mentioned above hindered the development of local economy seriously,furthermore,the problems revealed the blemish and shortages of the interest distribution system in deep levels.The research was based on the equity theory and game theory,and the research defined the subjects?the content of interest and the distribution forms.Then the research sorted the interest distribution status of oil and gas,and the research combined taxes and interest distribution system.On the basis of the above information,the research analyzed the problems of the interest distribution system.For example,the omission of property right system?the lack of overall income distribution pattern?the incomplete mechanism for ecological compensation?the unreasonable relevant taxes?the omission of revenue sharing mechanism.Then,the research used the game model,and established the model between two levels of government?local government and enterprise?enterprise and resident,and the research tried to use modelling method to figure out the reason of the drawbacks of interest distribution.Here are some of the conclusions: the modification of property rights system is the effective method to balance the benefit between the two levels of government;cooperation is the effective method to balance the benefit between local government and enterprise;sustainable development concept is the effective method to balance the benefit between local government?enterprise and resident;undertaking for social responsibilities is the effective method to balance the benefit between enterprise and resident.At last,the research proposed several suggestions: modify the property right system?reform the taxes?establish eco-compensation system ? establish revenue sharing system and so on.The suggestions above are proposed to coordinate the relationship between different subjects,and boost the healthy development of the oil and gas industry.
