The Practice And Thinking About Government And Social Capital Cooperation (Public-Private Partnership) Of Zhuhai City

With China's present economy entering the key stage of growth pace changing,structural optimization and policy effecting,coupled with weak export and consumption,the role of investment in stimulating economic growth is more prominent than ever.However,according to the central bank data released in 2015,local government bonds had issued 3 trillion and 800 billion Yuan,8.5 times of 2014,the rapid growth of local government debt raised serious concern of the central government.According to the "advice on the strengthening of local government debt management"(GuoFa,2014,No.43)launched by the State Council and the relevant provisions of the newly revised "budget law",the construction fund of the local government should come from three channels—— budget funds,local government bonds and the PPP mode,to control the local government debt on one hand,and to promote the construction of new-type urbanization on the other.Under such background,the government and social capital cooperating mode,will no doubt become an important carrier in the provision of public services and the city infrastructure and construction financing.This essay takes a case study on Zhuhai city,mainly adopts documentary research,on-the-spot investigation,interviewing method and comparative analysis method.By retrieving and consulting relevant laws,regulations and documents of PPP mode of domestic and abroad,this essay tries to study the status and application situation of present PPP mode in China.And through case study on the promotion of PPP model policy basis and development situation of relevant department of Zhuhai city government and enterprises,and comparing with other non PPP mode projects,this paper try to analyze the advantage and disadvantage of financing,technology,risk sharing and other aspects of the PPP mode,providing beneficial experience for further promotion of the mode.Based on the study of local government as the main body,this essay trys to improve and perfect the Zhuhai PPP model,providing suggestions to promote the innovation of public infrastructure investing and financing system,and also a useful reference for other domestic city promoting PPP mode.This paper studies the theory of the cooperation between government and social capital domestic and abroad,then analyzes the promotion of the PPP mode of Zhuhai city,tries to find out and analyze the existing problems,and propose suggestions on law perfection,government function shifting,infrastructure construction promoting and financing mode improving to set up better price adjustment mechanism,strengthen supervision and specification the launch of the projects.
